While the constant current transistor Q1 is at cut-off operation, the ouput of high voltage level VH is given to the comparator COM as the first reference voltage and the capacitor C is charged up until it exceeds VH. When Q4 is OFF and at constant current operation, the comparator COM is at low voltage VL and the capacitor C is discharged until the voltage reaches VL. The charge of capacitor C is made by the output of the first constant current circuit 25 given to the charger 25 and discharge is made via the second constant current circuit 27.
