A socket is provided on the tip of the torsion bar. The bolt, nut or the like is fitted in the socket and the pneumatic wrench 8 is driven to tighten or loosen the bolt, nut or the like. At that time, the spring-like part 3 of the torsion bar is displaced depending on the tightening torque. The displacement can be detected by a string gauge or the like. The vibration of the tightened side is efficiently absorbed by the spring-like part 3 not to be transmitted to the pneumatic wrench.
