CONSTITUTION: The title compound is prepared by reacting (A) a primary organic halogen compound containing one or more groups II (X is Cl, Br or I) in a molecule, e.g. primary alkyl halide, with (B) an alkali cyanate in an acid amide solvent free of active hydrogen atom (e.g. dimethylformamide, diethylformamide, etc.) in the oresence of 0.01W15wt%, pref. 0.05W9wt%, based on the (A) component, of an inorganic salt having an acid group I (X is S, P; O is oxygen atom), e.g. ammonium sulfite, sodium phosphite, etc.
