The output voltage V0 of the circuit 40 drives the output relay 43 through the voltage detection circuit 41, and simultaneously is applied to both the non-inverted input terminal of the comparison circuit 61 of the alarm circuit 50 and the inverted input terminal of the comparison circuit 71.
