CONSTITUTION: When a material 18 to be rolled is delivered from a first stand and is bitten by a second stand, an arithmetic unit 22 calculates the tensile force t between the two stands from the rolling torque G1 and rolling load P1, and feeds the tensile force to a substracting unit 25 and a comparator 23. To the comparator 23 are set previously upper and lower limit values. When the tensile force t deviates from the limit values, a gate 26 is opened and ordinary FTC control is discontinued.
