The failure detection circuit detects that the ON-OFF signal of the operation processing section is write-in disable if FF1-FF1n in the circuit 13 are in failure and outputs the failure signal. In this case, the operation of the operation processing section is stopped. Thus, the continuity of control of control variable is avoided in advance in failed FF to avoid malfunction of the control variable.
