PURPOSE:To increase the exhaust-gas purifying effect by performing delayed angle operation independently of the turning of a throttle valve at low temperature and to control ignition timing according to the turning of the throttle valve after the completion of warming. CONSTITUTION:When a main switch 38 is closed and an engine starts, a timer 37 is closed and the coils of electromagnetic three-way valves 11 and 17 are excited, and the valve port which communicates to the openings 15 and 20 of a negative pressure taking-out port arranged closely to a throttle valve 14 is closed. In a delayed angle negative pressure chamber R, the negative pressure in an intake pipe 2 always operates, and sharp warming is performed. When a prescribed time elapses after engine start, a timer 37 is intercepted, and the ignition timing is controlled according to the turning of the throttle valve 14, and an EGR valve 24 opens according to the turning of the throttle valve 14, and EGR is performed. When the negative pressure in the intake pipe reaches a prescribed value, a large amount of EGR is performed, and the ignition timing is controlled according to the turning of the throttle valve.
