Abstract

PROBLEM TO BE SOLVED: To prepare a cosmetic having excellent applicability and safety, free from blotting in application and useful as a lipstick, etc. SOLUTION: The objective cosmetic is produced by using a fluid oil component (e.g. liquid paraffin) and a solid oil component (e.g. ceresin wax) and adjusting the I.O.B (inorganic value/organic value) difference between the fluid oil component and the solid oil component to preferably <=0.10 and the hardness of the mixture of both oil components to >=12.
