(3)(1)または(2)において、鋼板表面の組織が、フェライトと硬質相からなり、前記フェライトの面積率が、40%を超え、かつ、前記フェライト粒径の平均アスペクト比が、2を超える耐延性き裂発生特性に優れた鋼材。
(4)(1)または(2)記載の成分組成と(1)記載の板厚の1/4位置のミクロ組織を有する溶接熱影響部の耐延性き裂発生特性に優れた鋼材。
