(1)アルキル基の炭素数が1〜12の(メタ)アクリル酸アルキルエステル(a)の90〜98.95重量部と、
(2)カルボキシル基含有モノマー(b)の1〜5重量部と、
(3)エポキシ基、水酸基、シラノール基及びメチロール基から選ばれる何れかの官能基を有するモノマー(c)の0.05〜5重量部と、
を用いて乳化重合させて得られる(メタ)アクリル酸エステル系エマルジョンであって、且つゲル分率が60%以上85%以下の範囲にある粘着剤主成分(A)の100重量部当たり、リン酸エステル系界面活性剤(B)の0.5〜5重量部と、
有機系及び無機系微細粉末の組み合わせ充填剤(C)の40〜300重量部と、
