前記所定変動成分を所定範囲内の大きさに抑制し、かつ前記無効電力補償装置の無効電流出力が無効電流指令値に近づく前記無効電力補償装置の制御量を算出する抑制制御手段と、
前記抑制制御手段の制御量に応じて前記無効電力補償装置の無効電流出力または無効電力出力を制御する出力制御手段と
