【発明に属する技術分野】
この発明は、上下に並ぶ開閉可能な複数の防雪パネルを備えた防雪柵に関し、特に、防雪柵として機能させる必要の全くない季節に、視界を妨げない収納状態にすることが可能な防雪柵に関する。

【従来の技術】
降雪地方の高速道路等では、冬季の雪による視程障害対策として、道路の側部に防雪柵を設置するが、防雪機能を必要としない時に、道路を走行する車両からの視界を少しでも向上させるために、上下に並ぶ複数の防雪パネルを支柱に回転可能に取り付けて開閉可能にした構造の防雪柵が知られている。この場合、防雪パネルを垂直にした閉状態では防雪機能を果たし、防雪パネルを水平にした開状態では、防雪機能はなくなるが、水平な防雪パネル間に広い隙間が生じるため、視界を妨げることが少なく、見通しが良くなる。

しかし、防雪パネルを水平な開状態にしても、やはり視界を妨げており、車両の運転者にとって満足できるものではない。また、ランドマーク等の観光資源を有効に活用できないという問題もある。そこで、冬季以外の視程障害対策を全く必要としない季節には、防雪柵全体を収納できる構造とすることも行なわれる。

この種の収納式の従来の防雪柵として、上下に並べて支柱に取り付けた各防雪パネルを折り畳んで下方に収納した後、支柱を柵長手方向に倒して全体を収納する構造のもの(特開平9−105114号(従来例Aと呼ぶ))、あるいは、支柱を柵長手方向に倒した時に上下の各防雪パネルどうしが互いに干渉しないようにし、支柱を防雪パネルを取り付けたまま柵長手方向に倒して、全体を収納する構造のもの(特開平10−102427号(従来例Bと呼ぶ))等があるが、従来の防雪柵はいずれも、支柱を柵長手方向に倒して収納する構造である。

【発明が解決しようとする課題】
上記のように、支柱を柵長手方向に倒して防雪柵全体を収納するものは、構造が複雑となるばかりでなく、収納作業に多大の労力を必要とする。特に、油圧式等のシリンダ(従来例Aの一実施例)やクレーン(従来例Aの他の実施例)やウインチ(従来例B)等の動力が必要なので、収納作業もその準備作業もきわめて煩雑である。クレーンの使用には、費用が高くかかるだけでなく、道路規制が必要であり煩雑である。シリンダは、これを防雪柵の一部として設けた構造ではコストが高くなり、収納時にシリンダを取り付ける方式では、作業がきわめて煩雑である。ウインチを使用する方式では、重いウインチを運ぶ作業は重労働であり、高齢の作業者には困難である。また、これらの各方式では、種々の工具が必要であり、また、高所作業があるので梯子等も必要で、これらを忘れると作業ができない。

本発明は上記従来の欠点を解消するためになされたもので、不使用時に防雪柵全体を収納できる構造として、走行車両からの視界を向上させることができるとともに、収納作業を動力を用いずに行なうことができ、しかも、収納作業を簡便にかつ軽作業でかつ能率的に行なうことができる防雪柵を提供することを目的とする。

【課題を解決するための手段】
上記課題を解決する本発明は、道路に沿って間隔をあけて設置された固定支柱と、隣接する固定支柱間に下部を柵長手方向と直交する面内で回転可能に軸支された柵本体と、前記柵本体を垂直な姿勢に係止する第1係止手段および下端が道路側に向いた略水平な姿勢に係止する第2係止手段とを備え、前記柵本体は、前記固定支柱に回転可能に軸支される左右の支柱部を持つフレームと、前記フレームの左右の支柱部間に回転可能に軸支された上下に並ぶ複数の防雪パネルと、各防雪パネルを同時に開閉駆動する防雪パネル開閉駆動機構とを備えたことを特徴とする。

【発明の実施の形態】
以下、本発明の実施の形態を図1〜図9を参照して説明する。
図1は本発明の一実施形態の防雪柵1の1スパン部分についての正面図、図2は図1の右側面図、図3は図1の防雪柵1の収納状態の正面図、図4は図3の右側面図、図5は図1のA−A断面図、図6は図5で防雪パネルを開いた状態の図である。この防雪柵1は、盛土された道路2の防護柵7より外側の法面3に設置されたもので、道路2に沿って間隔をあけて設置された固定支柱4に柵本体5を下部の回転軸6を介して柵長手方向と直交する面内で回転可能に取り付けた構成である。実施形態では、柵本体5を固定支柱4に回転可能に取り付ける回転軸6の位置を、柵本体5の下端から柵本体高さの約4分の1の位置としている。8は固定支柱4を固定する基礎である。

前記柵本体5は、図7にも示すように左右の支柱部10の上端および中間位置どうしを横材11で連結してフレーム12を形成し、このフレーム12の左右の支柱部10間に、図5等に示すように上下に並べた6つの防雪パネル15を回転軸15aを介して回転可能に取り付け、各防雪パネル15を同時に開閉駆動する防雪パネル開閉駆動機構16を備えている。柵本体5を固定支柱4に回転可能に取り付ける前述の回転軸6は、支柱部10の外側面に固定している。この回転軸6を受ける固定支柱4側の軸支部を図8に24で示す。この軸支部24はU字形切り欠き24aを形成したプレート24bをH形鋼である固定支柱4に固定し、切り欠き24aの上方に抜け止めピン24cを取り付けた構成である。

図7において、符号21は防雪パネル15の回転軸15aを受ける軸支部である。この軸支部21はU字形切り欠き21aを形成したプレート21bを溝形鋼である支柱部10に固定し、切り欠き21aの上方に抜け止めピン21cを取り付けた構成である。
防雪パネル15における回転軸15aの位置は図9(イ)にも示すように、防雪パネル開閉機構16の操作棒19と連結するピン18側にオフセットしている。すなわち、図9(イ)においてS寸法を防雪パネル15の高さ寸法Wの半分より小さくしている。

上記の係止部材26、係止部材27、ストッパ35、ストッパ36、係止ピン40は、柵本体5を、下端が道路側を向いた略水平な姿勢に係止する第2係止手段42を構成する。
なお、前記ストッパ36の上面にゴム等の衝撃緩衝部材37を設けている。

柵本体5の左右の支柱部10の下端部に、柵本体5の回転軸6を中心とする回転方向のバランスを取るためのカウンターウエイト28を固定している。このカウンターウエイト28でバランスが取れているので、回転軸6が著しく下方に片寄っていても、柵本体5を小さな力で回転操作することができる。
このカウンターウエイト28に、柵本体5を垂直な姿勢に係止するための、ピン穴29aをあけた係止部材29を固定している。
一方、固定支柱4側に前記係止部材29を係止するための、ピン穴30aをあけた係止部材30を固定している。
柵本体5を垂直な姿勢とした時に、係止部材29のピン穴29aと固定支柱4側の係止部材30のピン穴30aとが一致し、両ピン穴29a、30aに係止ピン31を挿入して、柵本体5を垂直な姿勢に係止する。
上記の係止部材29、係止部材30、係止ピン31は、柵本体5を、垂直な姿勢に係止する第1係止手段41を構成する。

この実施形態では、柵本体5を図4に示すように水平に倒した時に、柵本体5の部分が防護柵7の頂部(頂部の高さ位置を線aで示す)より低くなるように設定している。
また、図4に示すように、柵本体5を水平にした時に、防雪パネル15が垂直な姿勢を取るように設定している。

上記の防雪柵1の作用ないし操作要領について説明する。
冬季の雪による視程障害対策を施す必要がある時期には、図1、図2、図5等に示すように、柵本体5を垂直な姿勢にし、かつ、防雪パネル15を垂直な姿勢にする。これにより、防雪柵1は防雪機能を有効に果たすことができる。

冬季であっても、晴天が続いている天候等のため防雪柵としての機能を働かせなくてもよい時は、下降限位置にある操作棒19を、これを支柱部10側のブラケット25に係止しているピン43を抜いて上げ、上昇限位置で操作棒19の下側のピン穴19cにピン43を挿入してブラケット25に係止すると、図6に示すように、各防雪パネル15が水平な開状態となる。これにより、道路を走行する車両の運転者にとって、各防雪パネル15間の隙間から防雪柵1の外側の景色を見ることができる。

この場合、柵本体5の下部にカウンターウエイト28を設けているので、柵本体5の回転軸6の位置が大幅に下端側に偏っていても、柵本体5の回転軸6を中心とする回転方向のバランスが取れており、小さな力で柵本体5を回転操作することができる。なお、突風等で柵本体5が勢いよく倒れる場合には、固定支柱4側に設けたストッパ36の衝撃吸収部材37がその衝撃を吸収する。
また、ピン31を抜き、柵本体5を回転させ、水平な姿勢でピン40を挿入するというきわめて簡単な操作で、柵本体5を倒すことができるので、柵本体5の収納作業をきわめて簡単かつ能率的に行なうことができる。
また、柵本体5の回転軸6が下部にあり、下部の取っ手33の操作で柵本体5を水平にすることができ、低い箇所の操作のみで済み、高所作業は不要である。したがって、梯子を必要とすることもなく、作業性が良好である。
また、工具等を必要としないので、作業性がよいとともに、工具を忘れて作業ができない等の問題も生じない。
また、ウインチやシリンダやクレーン等の動力が不要であり、この点でも収納作業が簡便であり、作業性がよい。また、ウインチを運搬する等の重労働がなく、この点でも作業性がよい。

上記の使用状態にする操作も、柵本体5を収納する場合と同じく、きわめて簡便かつ軽作業かつ能率的である。

また、各防雪パネル15を同時に開閉駆動する防雪パネル開閉駆動機構16も、実施形態のものに限らず、種々設計変更可能である。
