本発明は、水処理プラントなどのプラント運転支援装置に関するものであり、とくに微生物群を利用した下水処理プラントにおいて、プラント運転者に対し適切なプラント運転条件を提示するプラント運転支援装置に関するものである。

【従来の技術】
都市下水や有機性排水を処理する一般的な方法として活性汚泥法がある。活性汚泥法とは、活性汚泥と呼ばれる微生物群を生物反応槽にたくわえ、活性汚泥と被処理水とを混合接触させつつ曝気する方法である。これにより、活性汚泥が被処理水中の汚濁物を吸着し分解する。

近年、湖沼や内湾などの閉鎖性水域で赤潮、アオコといった有害藻類が増殖する、いわゆる富栄養化汚染を防止するために、下水などの被処理水から窒素やリンを除去することが求められている。窒素及びリンの一般排水基準は窒素含有量120mg/L(日間平均値60mg/L)、リン含有量16mg/L(日間平均値8mg/L)であるが、通常は処理水の流入する水域に適合した厳しい上乗せ基準が設定されている。

活性汚泥法を利用した下水処理プラントなどの水処理プラントで生物学的に窒素を除去するためには、硝化反応と脱窒反応という2種類の反応を組み合わせて利用する必要がある。図4は、被処理水から窒素を除去する反応を説明するための模式図である。曝気槽の後段で硝化反応を、前段で脱窒反応を進行させる。硝化反応とは、被処理水のアンモニア性窒素を硝酸性窒素に酸化する反応であり、活性汚泥中の硝化菌がこれをつかさどる。硝化菌は好気性菌なので、まわりに酸素が溶存している好気条件下で硝化反応が進行する。一方、脱窒反応とは、生成した硝酸性窒素を窒素ガスに還元する反応であり、活性汚泥中の脱窒菌がこれをつかさどる。脱窒菌は嫌気性菌なので、酸素のない嫌気条件下で脱窒反応が進行する。硝化反応により生成した硝酸性窒素は返送汚泥とともに曝気槽前段にもちこまれ、窒素ガスに還元される。溶存酸素濃度の分布は、曝気風量や水処理時の酸素消費量に由来して勾配が生じている。なお、脱窒反応の進行には被処理水の有機物が必要なため、有機物の低減処理が進行していない前段において脱窒反応を行う。

また、活性汚泥法を利用した水処理プラントで生物学的に被処理水のリンを除去するためには、リンの吐出と過剰摂取という反応を利用する必要がある。図5は、被処理水からリンを除去する反応を説明するための模式図である。曝気槽の前段でリン吐出反応を、後段で過剰摂取反応を進行させる。これらの反応をつかさどるのはリン蓄積菌のみである。リン蓄積菌は、分子状の酸素だけでなく化合物としての酸素も存在しないような絶対嫌気条件下でリンを吐出し、好気条件でリンを過剰摂取する。リン蓄積菌は前段で吐出したよりも多くのリンを後段で摂取し、過剰摂取したリンをもとにエネルギー源となる化合物を合成している。このようにリン蓄積菌がリンを過剰摂取することによって、被処理水からリンが除去される。

このように、窒素除去とリン除去はともに好気条件と嫌気条件を必要とするよく似た反応系で構成されている。しかしながら、例えば返送汚泥量と呼ばれる最終沈殿池から曝気槽へ返送される活性汚泥の量に対しては、処理水の窒素濃度とリン濃度とは相反する関係にある。すなわち、窒素濃度を効率的に低減させるためには、返送汚泥量を増やして曝気槽前段の嫌気ゾーンでの脱窒量を増加させる必要がある。しかし、その一方でリン吐出反応には絶対嫌気条件が必要であることから、曝気槽前段への返送汚泥量の増加に伴い、返送汚泥に含まれる硝酸性窒素の返送量が増えるとリンの吐出が妨害される。逆に、返送汚泥量を減らせば曝気槽前段でのリン吐出反応が促進されるためリン濃度は効率的に低減できるが、脱窒量そのものが減ってしまうため窒素濃度はあまり低減できない。

返送汚泥量の他にも曝気風量と呼ばれる曝気槽への空気供給量、あるいは曝気槽内に保持される微生物濃度などの操作量があり、これらと窒素濃度及びリン濃度という二つの評価関数との関係は極めて複雑である。

活性汚泥法を利用した水処理プラントに関する、従来のプラント運転支援装置として、例えば特開平11−19682号公報に示されたプラント運転支援装置がある。このプラント運転支援装置においては、沈降汚泥の界面高さおよびその上澄水濁度をプラントの評価関数として、これが目標値となるように薬液量、水温、溶存酸素濃度及び返送汚泥量のガイダンス値を出力する。ここで、沈降汚泥の界面高さが低くなれば上澄水濁度も低減される関係にあるため、この二つは相反しない評価関数である。

しかしながら、実際のプラント運転においては、プラント運転者は、相反する関係にある複数の評価関数を考慮しながらプラント運転条件を決定しなければならないことがよくある。このような場合、プラント運転者は、例えば窒素とリンとが高効率に除去されるプラント運転条件を試行錯誤的に探索しなければならなかった。そのため、刻々と変化する被処理水の水質に応じたプラント運転条件の変更が困難であるという問題点があった。被処理水の変化に対してプラント運転条件の変更がついていけなくなると、処理水の水質が排水基準を満たさなくなるおそれがある。
