The heat dissipating part is configured to transfer the generated heat absorbed by the cooling liquid and exhaust the heat to the outside air, and dispose the heat dissipating fin and store the cooling liquid and air in a sealed interior to store the cooling heat. A base portion through which the liquid flows, a discharge port provided at an upper portion of the base portion and into which the coolant from the pipe flows into the base portion, and a cooling portion provided at the lower portion of the base portion. An electronic apparatus cooling apparatus comprising: an outlet for discharging the liquid from the pipe to the pipe; and an access port for injecting or discharging a cooling liquid from the outside to the base portion .
