Description

【発明の詳細な説明】 （産業上の利用分野） 本発明は郵便料金処理装置および処理方法に関するも
のであり、更に詳しくいえば、郵便料金の押印に続いて
郵便料金支払のための勘定が行われるような郵便料金処
理装置および方法に関するものである。この装置は勘定
が行われたことを示すための消印を郵便物に押印するも
のである。 （従来の技術とその問題点） 郵便料金計は小包および封書を政府および民間の運送
業者が規定の単位料金を押印するために大量生産されて
いる装置である。「郵便料金計」という用語は「納税印
紙計」のような単位金額を押印する他の類似の装置をも
含む。郵便料金計は、郵便料金計に格納されて、押印さ
れる郵便料金額を表すものを勘定する内部勘定装置を通
常含む。その結果、郵便料金計に格納されている利用者
資金または政府資金の損失を避けるために、郵便料金計
の信頼度が高くなければならない。 電子郵便料金計が開発されている。この種の郵便料金
計は米国特許第3,978,457号明細書および同第4,301,507
号明細書に開示されている。それらの郵便料金計は、郵
便料金会計情報を格納する不揮発性記憶装置を含む電子
会計回路を有するものとすることができる。それらの電
子会計回路における格納機能が、機械的な郵便料金計に
おける機械的な会計レジスタにより行われていた機能に
代って用いられる。 1985年４月17日付で出願された米国特許出願第724,37
2号および1986年２月25日付で出願された米国特許出願
第832,904号明細書に開示されているような、郵便料金
の押印に暗号化技術が用いられる装置も開発されてい
る。それらの装置は、郵便物上の消印の妥当性を表示す
るために、郵便物に暗号化された情報を押印することを
含む。それらの装置は、利用者の所における郵便料金計
内に含まれている会計回路を用いる。 この出願の米国特許出願と同時に出願された米国特許
出願第882,871号の明細書（特開昭63-15386号公報参
照）には、郵便料金の押印の後に郵便料金を勘定する基
本的な概念と、確実な郵便料金会計が行われず、利用者
の所に設けられている郵便料金計内に郵便料金資金が格
納されていない装置とが開示されている。 （問題点を解決するための手段と作用） ユーザーの郵便料金資金の安全性を保ち、配達料金の
正確な会計をユーザーが行えるようにする装置を得るこ
とができることが見出された。本発明に従って、郵便物
の配達料金を含む金額が、機械で読取ることができて、
とくに配達時に郵便料金資金を会計するために後で用い
ることができる暗号化された妥当性検査表示子とともに
郵便物またはテープに印字される。装置の中央において
は、それがどこで起きようと、会計処理時に視覚的マー
キングが押印される。そのマーキングは会計が行われた
ことを示すために郵便物上に押印される。このようにし
て、郵便配達人または郵便物の配達に責任を持つその他
の人が、配達すべき郵便物が会計装置により処理された
こと、および郵便料金の会計処理が行われたことの視覚
的標識を信頼できるようにすることができる。勘定が行
われことを示すために本発明に従って郵便物に視覚的マ
ークが付されると、安全会計装置または非安全会計装置
の必要なしに多くの押印装置が標識を押印できる装置が
促進される。そうすると、後で郵便料金の会計を郵政当
局またはその他の者が行うことができる。その他の者に
は、郵便料金を会計して、郵便物に視覚的マークを押印
する第三者の会計サービス、または元の郵便料金を押印
した差出人自身である。このような状況の下では、第三
者または差出人は希望によって結合することができる。
更に、このようにして郵便料金の押印を分離し、会計を
行う時に視覚的マーキングを用いると、郵便料金を押印
し、後で会計処理し、郵便物に押印するために非常に高
速の装置を使用することができる。 本発明は、郵便物に押印されたデータの妥当性を検査
し、そのデータに従って郵便料金を会計処理を行うと共
に、郵便物にとって特有のデータの少なくとも一部が郵
便物の差出人にとって不知の秘密暗号化アルゴリズムで
暗号化されいる郵便料金処理装置において、郵便料金処
理装置を制御するコンピュータと、コンピュータに接続
され、郵便物が郵便配達サービスへ配達後、郵便物から
郵便料金額とその郵便料金額を払うべき勘定口座の識別
子を含むデータを読取る読取手段と、コンピュータに接
続され、読取手段によって読取られたデータの一部を解
読し、データの妥当性を検査する検査手段と、郵便物か
ら得られた、データが妥当性を持っているとき勘定口座
に対して課されるべき便料金額の累積記録を含む郵便料
金勘定情報を記憶する勘定データベースと、郵便物上に
マークを押印し、郵便料金勘定情報が勘定データベース
に記憶されたことを視覚的に表示する手段とを備えたこ
とを特徴とする。 本発明はまた、郵便料金額および郵便料金額を払うべ
き勘定口座の識別子を含むデータを郵便物上に押印し、
データに従って郵便料金額を合計処理する郵便料金処理
方法において、郵便物にとって特有のデータの少なくと
も一部を郵便物の差出人にとって不知の秘密暗号化アル
ゴリズムで暗号化するステップと、郵便物上の暗号化さ
れた部分を含むデータを押印するステップと、郵便物を
郵便配達サービスに配達するステップと、その後、郵便
物を走査して暗号化された部分を含むデータを読取るス
テップと、暗号化された部分を解読してデータの妥当性
を検査するステップと、データから郵便料金額および勘
定口座の識別子を決定するステップと、データが妥当性
を持っているとき郵便料金額を勘定口座に課すステップ
と、勘定口座に郵便料金額の払い込み請求がなされたこ
とを郵便物上に視覚的に表示するように押印するステッ
プとを含むことを特徴とする。 さらに本発明は、郵便物上に予め押印された、郵便料
金額、この郵便料金額を支払うべき勘定口座の識別番
号、郵便物にとって特有のデータ、および郵便物の差出
人にとって不知の秘密暗号化アルゴリズムによる特有の
データの暗号を含むデータを読込む読込みステップと、
暗号化されたデータを解読し、その解読されたデータを
特有のデータと比較して、データの妥当性を検査するス
テップと、データが妥当性を持っているとき郵便料金額
を勘定口座に請求するステップと、勘定口座に郵便料金
額が請求されたことを郵便物に視覚的に表示するように
押印するステップとを含むことを特徴とする。 （実施例） 以下、図面を参照して本発明を詳しく説明する。 まず第１図を参照する。本発明の装置の好適な実施例
においては、郵便物差出局は高速のワング・システム
（Wang System）重量計10を含む。重量計10はユーザー
コンピュータ12へ結合される。コンピュータ12にはキー
ボード／表示装置14とプログラム記憶装置16が付属して
いる。プログラム記憶装置16はユーザーの所在地、ユー
ザーの識別番号、プリンタの識別番号等のような情報お
よび暗号化情報を含んでいる。ユーザーコンピュータ12
にはプリンタと、バーコードプリンタ等のような光学的
キャラクタ（OCR）プリンタ18も結合される。光学的キ
ャラクタプリンタは希望により設けることができる。妥
当性検査のために、プリンタはコンピュータ12の制御の
下にコンピュータからの英数字情報を平文および暗号化
した形で郵便物20（第５図参照）押印する。その情報に
は郵便物を配達するための郵便料金額が、配達のために
請求すべき会計金額とともに含まれる。光学的キャラク
タプリンタ18は、たとえばバーコード様式などのよう
な、機械が容易に読取ることができる様式で類似の情報
を押印する。 次に第２図を参照する。ユーザーの施設、第三者の施
設または郵便会計施設に設置できる郵便会計ステーショ
ンに設けられるステーションユニット24は暗号解読器26
と郵便会計ステーションコンピュータ28とを含んでい
る。暗号解読器26には、郵便物20A上の情報を光学的に
読み取るOCR読取器22が接続されている。本発明の装置
においては、OCR読取器22により読取られ暗号解読器26
により解読された暗号化情報は、会計処理中で用いられ
るユーザー識別番号すなわち請求番号をコンピュータ28
へ与える。 コンピュータ28は妥当性検査プリンタ30および送り状
プリンタ32を駆動する。郵便物20A上の情報が読取られ
解読され、その情報が処理されると、コンピュータ12
は、会計処理が行われたことを明示するために、郵便物
20B上に視覚的標識を押印するようにプリンタ30に指令
を出す。コンピュータ12は会計情報を記憶装置34に格納
する。送り状プリンタ32は、コンピュータ12の制御の下
に、郵便の妥当性を証明する適当な照明情報と、適切な
ユーザー会計情報を押印する。 配達装置内の会計処理が行われる地点は可変であり、
希望に応じて種々の地点にすることができることは明ら
かである。それらの地点は含むが、差出人自身、郵便事
業者または第三者による会計に限定されるものではな
い。希望によっては、全ての郵便を忠実に会計処理する
ためにユーザーと第三者を結合することができる。本発
明に従い、会計処理のために郵便物20,20A,20Bを処理す
る時に、視覚的な標識が郵便物20上に押印されて、会計
処理が行われたことを表示する。 郵便物20に押印された後で配達料金および暗号化され
た妥当性検査標識が読取られるが、押印の時には現在の
郵便料金計のようにはその配達料金および暗号化された
妥当性検査標識は考慮されない。各ユーザーの読取りお
よび会計処理は、希望の装置に応じていくつかのやり方
で、および郵便物配達装置内のいくつかの点において行
うことができる。たとえば、ユーザー自身が、たとえば
「ビューグル（軍隊のらっぱの一種）」（第５図）また
はその他の適当な郵便料金消印または類似のマークのよ
うな妥当性検査標識を郵便物20B上に押印する安全装置
でデータを走査し、そのデータを格納することができ
る。そのマークは、固定されている標識記号の代りに、
またはその記号に加えて、バーコードすなわち機械によ
る読取りの可能な標識にすることもできる。妥当性検査
標識は、会計処理が行われたことを示す視覚的標識を与
える。それから安全装置は送り状を押印する。その送り
状は毎日または毎週郵政当局へ送られ、またはデータリ
ンクを介して中央の郵便料金請求装置へ接続される。 上記とは異なり、結合された民間の中央部局が、配達
の流れの中に置かれた郵便物20についての会計処理を、
妥当性検査消印付きで、または妥当性検査消印無しで行
うことができる。さらに、政府自身が種々の郵便物を走
査するための郵便物会計局を設けることができ、または
束ねられた郵便物20Aを所定の郵便局において郵便物の
流れの中に置いて種々の郵便物を抽出して検査すること
ができる。この装置は、郵便料金計の設定速度が障害で
あった大型の高速郵便装置に利点をもたらすものであ
る。その理由は、押印が行われた後で会計処理が行われ
た時に非常に高速の押印技術を採用できる場合にこの装
置を設けることができるからである。 この方法をよりよく理解するために、第１図に示され
ている装置においてコンピュータ12を中心として行われ
る動作の流れを示す第３図を参照する。郵便物が差出局
に差出されると重量計10が郵便物の重量を測定し決定す
る（ブロック36）。希望によっては、コンピュータ12は
郵便物20の重量を、計算のために、ユーザー識別番号を
含むその他のデータに組合わせ、郵便料金請求を行う
（ブロック38）。コンピュータ12は後で使用するために
妥当性検査情報を発生する（ブロック40）。上記のよう
に最良の結果を得るために、その情報は平文で押印さ
れ、その情報の少なくとも一部が後の妥当性検査のため
に暗号化される。プリンタおよびOCRプリンタ18はコン
ピュータ12により駆動されて郵便料金額と妥当性検査情
報と会計番号とを郵便物20上に押印する（ブロック4
2）。 次に、第２図に示されている装置においてコンピュー
タ28を中心として行われる動作の流れを示す第４図を参
照する。OCR読取器22が郵便物20Aから妥当性検査情報と
平文のテキスト情報を読取る（ブロック44）。OCR読取
器22により読み取られた妥当性検査情報は解読器26によ
り解読され（ブロック46）、平文テキスト情報とともに
コンピュータ28に送られる。コンピュータ28は解読され
た妥当性検査情報および平文テキスト情報を所定のプロ
グラムに従って処理する（ブロック48）。次いで妥当性
検査情報が正しいか否かが判定され（ブロック50）、正
しいと判定されると、郵便料金の会計処理が行われ、そ
の郵便料金がユーザー勘定口座に請求される（ブロック
52）。妥当性検査情報が正しくないと判定されると、装
置は郵便物の処理を停止し、係員に警報を発する（ブロ
ック60）。会計処理が行われてユーザー勘定口座に請求
がなされると、妥当性検査プリンタ30が妥当性検査済で
あることを示す消印を郵便物20Bに押印し、郵便物20B上
において視覚的標識として会計処理が行われたことを明
示する（ブロック54）。その後、勘定情報を記憶装置34
に格納する（ブロック56）。コンピュータ28を選択的に
動作させて、送り状プリンタ32を駆動し送り状情報を印
字させ、その送り状と郵便料金請求書の少なくとも一方
をユーザーへ送らせることができる（ブロック58）。 第５図は郵便料金を印字した郵便物20を示すものであ
る。印字内容は、平文テキスト情報、暗号化情報および
視覚標識である。視覚標識は、印刷された郵便料金に対
して郵便勘定が行われたことを示す。ビューグル形状の
マークによって例証される。 以上ユーザーの郵便料金資金の安全を確保し、郵政当
局が発達のために各ユーザーに請求できる郵便料金基金
を正確に会計処理できるようにする装置について説明し
た。この装置は、郵便料金基金を押印するのではなく
て、実際に行われた配達に対して請求を行うことができ
るものであり、とくに郵便物に対する会計処理が行われ
たことを表示する視覚的標識を郵便物上に付するもので
ある。 以上説明した実施例は本発明の要旨を逸脱しない範囲
で種々変更できる。たとえば、上述とは異なる各種のプ
リンタを採用することができ、また種々のOCR装置を採
用することができる。また、いくつかの場所に郵便会計
および郵便物マーキングのためのステーションを配置す
ることができる。

Claims (1)

  1. (57)【特許請求の範囲】 １．郵便物に押印されたデータの妥当性を検査し、前記
    データに従って郵便料金を会計処理を行うと共に、前記
    郵便物にとって特有の前記データの少なくとも一部が前
    記郵便物の差出人にとって不知の秘密暗号化アルゴリズ
    ムで暗号化されている郵便料金処理装置において、 前記郵便料金処理装置を制御するコンピュータと、 前記コンピュータに接続され、前記郵便物の郵便配達サ
    ービスへ配達後、前記郵便物から郵便料金額とその郵便
    料金額を払うべき勘定口座の識別子を含む前記データを
    読取る読取手段と、 前記コンピュータに接続され、前記読取手段によって読
    取られたデータの前記一部を解読し、前記データの妥当
    性を検査する検査手段と、 前記郵便物から得られた、前記データが妥当性を持って
    いるとき前記勘定口座に対して課されるべき前記郵便料
    金額の累積記録を含む郵便料金勘定情報を記憶する勘定
    データベースと、 前記郵便物上にマークを押印し、前記郵便料金勘定情報
    が前記勘定データベースに記憶されたことを視覚的に表
    示する手段と を備えたことを特徴とする郵便料金処理装置。 ２．郵便料金額およびその郵便料金額を払うべき勘定口
    座の識別子を含むデータを郵便物上に押印し、前記デー
    タに従って郵便料金額を会計処理する郵便料金処理方法
    において、 前記郵便物にとって特有の前記データの少なくとも一部
    を前記郵便物の差出人にとって不知の秘密暗号化アルゴ
    リズムで暗号化するステップと、 前記郵便物上の前記暗号化された部分を含む前記データ
    を押印するステップと、 前記郵便物を郵便配達サービスに配達するステップと、 その後、前記郵便物を走査して前記暗号化された部分を
    含む前記データを読取るステップと、 前記暗号化された部分を解読して前記データの妥当性を
    検査するステップと、 前記データから前記郵便料金額および前記勘定口座の識
    別子を決定するステップと、 前記データが妥当性を持っているとき前記郵便料金額を
    前記勘定口座に課すステップと、 前記勘定口座に前記郵便料金額の払い込み請求がなされ

    料金額を支払うべき勘定口座の識別番号、前記郵便物に
    とって特有のデータ、および前記郵便物の差出人にとっ
    て不知の秘密暗号化アルゴリズムによる前記特有のデー
    タの暗号を含むデータを読込む読込みステップと、 前記暗号化されたデータを解読し、その解読されたデー
    タを前記特有のデータと比較して、前記データの妥当性
    を検査するステップと、 前記データが妥当性を持っているとき前記郵便料金額を
    前記勘定口座に請求するステップと、 前記勘定口座に前記郵便料金額が請求されたことを前記
    郵便物に視覚的に表示するように押印するステップと を含むことを特徴とする郵便料金処理方法。
