ハウジングと、
前記ハウジング内の静電モジュールと、
流体を収納するように適合した空洞を有する貯蔵器と、
前記貯蔵器に流体連通し、流体流路に沿う方向に流体を放出させる少なくとも1つのノズルと、
前記貯蔵器からの流体を前記少なくとも1つのノズルへ送るポンプと、
前記静電モジュールの少なくとも1つ、および前記ポンプに電力を供給する直流バッテリと、
前記流体を静電チャージさせる電極アセンブリを含み、
前記電極アセンブリは、
(1)前記静電モジュールに電気的に接続した複数の電極によって形成される第一の電極アセンブリ、および
(2)前記貯蔵器から前記少なくとも1つのノズルに向かって中を流体が流れるチューブによって形成される第二の電極アセンブリ
のうちの少なくとも1つであり、
(1)の各電極は、前記複数の電極が流体が通る静電界を形成するように、前記ノズルから放出される流体の流路と平行な軸に沿ってイオンを放出し、
