Abstract
【解決手段】本発明に係る測定及び計測点システムは、a.電力系統に接続され、電気エネルギーを引き出し又は供給するのに適しており、所有者の識別を可能とする識別子によりタグ付けられている複数の固定式の接続機器;及びb.消費及び/又は発電ユニットにより引き出され又は供給された電気エネルギーを計測し測定する少なくとも一つの識別可能な可動式又は非固定式の機能ユニットであって:aa.前記識別子を検知する機器;bb.引き出され及び/又は供給された前記電気エネルギーを測定し計測する識別可能な機器;cc.前記測定及び計測データと共に、前記識別子を保存する機器;及びdd.保存されたデータを読み出す機器、を備えた前記可動式又は非固定式の機能ユニット、により特徴付けられる。
Description
−電力系統に恒久的に(固定式)接続された接続機器及び、
−消費又は発電ユニットにより、固定式の接続機器において引き出されあるいは供給される電気エネルギーを計測し測定する識別可能な可動式の又は非固定式の又は携帯式の機能ユニット、
を有する。
(1)接続機器の識別子を検知する機器
(2)測定及び計測のための識別可能機器
(3)データ保存機器
(4)保存されたデータを読み出す機器
−接続機器の電力系統接続に割り当てられた電気料金、
−接続機器の電気的特徴(その接続機器においてどの程度のレベルの電力を取り出し又は供給できるか)、
−消費及び/又は発電ユニットが引き出し/供給しうるエネルギーの可能な接続機器の個々の電力プロファイル。

可動式の又は非固定式の機能ユニットの権限付与
開/閉ループ制御パラメータの通信
接続機器のスイッチング
電力負荷プロファイルの計測/測定
消費の請求/清算
−多数の地点(「接続機器」)において固定的な方法で、電力系統から電気エネルギーを引き出し又は電力系統に電気エネルギーを供給する。例えば、公道システムや駐車場等。
及び
−消費及び/又は発電ユニット或いはそのユーザにより接続機器において引き出され供給されたエネルギーを明確に割り当て(例えば、電気自動車又はそのユーザ、以降では簡単に「システムユーザ」として言及される)、それに応じて後者に及び接続機器の所有者に請求する。
−接続機器においてエネルギーの引き出しを要求する消費及び/又は発電ユニット(及び/又はそのユーザ)を権限を有するシステムユーザとして識別する、
−安全上の理由により通常は零電位にある(スイッチが切られている)接続機器を、使用のためだけに開錠する、
−引き出され又は供給されたエネルギーを計測し測定する、
−エネルギーの供給/引き出しの終了後、接続機器を再度施錠する(電流は流れない、スイッチオフ)、
−電気的計測/測定の結果を請求/清算元に送信する、
−個々の接続機器において引き出され/供給されたエネルギーを接続機器及び消費及び/又は発電ユニットのそれぞれの所有者に請求する。
−識別、通信、請求/清算及び制御プロセスは現存するインフラストランチャーを利用してなされ、それにより接続機器(単純な構成であり、容易に導入できる)を除く技術的手段は電力系統の側には不要である。それ故に、固定的に設置された電力量計及び電力系統側の通信(例えば、接続機器を制御するコンピュータユニット)は不要である。
−非固定式の請求/清算目的に要求されるシステム部品の数は、部品がシステムにおいて最も必要とされる要素(接続機器)中でなく、この要素の外部、好ましくは消費及び/又は発電ユニット中に配置される(4つの因子を節約する)ことにより軽減される。
−接続機器に関して保存される情報(例えば、所有者、電気料金、正確な位置、電力仕様)は接続機器自体に対応する機器或いは接続機器毎又は接続機器のグループ毎に導入されるコンピュータユニットにではなく、好ましくは中央データベースに保存される。かかるデータベースにより、電力系統全体の情報を個々の接続機器に割り当てることができる。接続機器自体は識別子のみを有していればよく、それにより、電力系統接続の所有者は識別され得る(例えば、データベースに保存された情報に基づいて)。
米国特許出願公開第2006/259447号は、エネルギー消費を消費量計により検知し報告するシステムを開示する。当該システムは、電力供給者が個々の消費量計に消費量計識別子を割り当てるように機能する。さらに、電力供給者は、それぞれの消費量計に所有者識別子を割り当てる。それ故に、特定の消費量計は特定の顧客に割り当てられる。さらに、電力供給者は決定された消費量をそれぞれの顧客の口座に割り当て、このようにして顧客に請求する。
Claims (14)
- a.電力系統に接続され、消費及び/又は発電ユニットによって電気エネルギーを引き出し又は供給するのに適しており、電力系統接続の所有者の識別を可能とする識別子によりタグ付けられている複数の固定式の接続機器;及び
b.導体を介して消費及び/又は発電ユニットにより1以上の固定式の接続機器において引き出され又は供給された電気エネルギーを計測し測定する少なくとも一つの識別可能な可動式又は非固定式の機能ユニットであって:
aa.前記接続機器の前記識別子を検知する機器;
bb.(aa)により検知された前記接続機器において引き出され及び/又は供給された前記電気エネルギーを測定し計測する識別可能な機器;
cc.(bb)により検知された前記測定及び計測データと共に、(aa)により検知された使用されているそれぞれの前記接続機器の前記識別子を保存する機器;及び
dd.(cc)により保存されたデータを読み出す機器、
を備えた前記可動式又は非固定式の機能ユニット、
により特徴付けられる電気エネルギーの消費又は発電を測定及び計測する測定及び計測点システム。 - 前記接続機器は電子的識別子を有し、前記可動式又は非固定式機能ユニットは前記電子的識別子の電子的検知機器を有し、前記接続機器と前記可動式又は非固定式機能ユニット間の通信は直接に、好ましくは無線により又は有線により行われる請求項1に記載の測定及び計測点システム。
- 前記可動式又は非固定式機能ユニットはさらに測定/試験用機器を好ましくは恒久的に又は期間的に有し、前記接続機器との電気的接続がまだ存在するか、及び前記保存機器がさらに前記可動式又は非固定式機能ユニットと前記接続機器間の導体による前記電気的接続の検知された期間を保存するかにかかわらない請求項1又は2に記載の測定及び計測点システム。
- 前記接続機器は電子錠及び前記電子錠によりロック可能なスイッチを有し、前記可動式又は非固定式機能ユニットは前記電子錠により保護される前記スイッチを閉とする電子鍵を提供する電子的方法を用い、そして前記接続機器は前記電子錠により前記可動式又は非固定式機能ユニットによる要求により前記スイッチを再度開とするか、又は前記可動式又は非固定式機能ユニットと前記接続機器間の前記電気的接続が切断されたときに自動的に前記スイッチを再度開とする請求項1,2又は3に記載の測定及び計測点システム。
- 前記可動式又は非固定式機能ユニットは通信及び前記保存データの遠隔読み出しのための機器を有する請求項1乃至4のいずれかに記載の測定及び計測点システム。
- 前記可動式又は非固定式機能ユニットはさらに、中央コンピュータユニット又は接続機器の外部の他の機器に保存されるデータベースであって、前記接続機器に関する追加データが保存されているものと組み合わされる請求項1乃至5のいずれかに記載の測定及び計測点システム。
- 前記可動式又は非固定式機能ユニットはさらに、前記接続された消費及び/又は発電ユニットの電気エネルギーの消費又は生成を制御する機器と組み合わされる請求項1乃至6のいずれかに記載の測定及び計測点システム。
- 請求項1乃至7のいずれかに記載の測定及び計測点システムを少なくとも用いる、場所にかかわらず、消費及び/又は発電ユニットにより引き出され及び/又は供給される前記電気エネルギーの計測及び測定並びに請求/清算方法であって、以下のステップを有する計測及び測定並びに請求/清算方法:
a.下流の消費及び/又は発電ユニットのために、前記識別可能な可動式又は非固定式機能ユニットを接続機器に接続する;
b.前記接続機器の識別子を検知する;
c.前記検知された接続機器から引き出され及び/又は前記接続機器へ供給される電気エネルギーを測定し計測する;
d.前記検知された測定及び計測データと共に使用されている前記それぞれの接続機器の前記検知された識別子を保存する;
e.前記保存データを読み出す;及び
f.前記読み出されたデータを、前記接続機器、及び同様に識別可能な可動式又は非固定式機能ユニットのため保存されたさらなるデータを用いて処理する。 - さらに、前記電気的接続が前記可動式/非固定式機能ユニットと前記接続機器間の導体を介してなされている期間を検知し、前記可動式/非固定式機能ユニットと前記接続機器間の導体を介してなされている前記電気的接続の前記期間を保存するステップを有する請求項8に記載の方法。
- さらに、電子鍵を提供し、前記電子錠により保護されている前記接続機器のスイッチを閉とするステップ及び、前記接続機器の前記スイッチを開とするステップを有する請求項8又は9に記載の方法。
- さらに、引き出され及び/又は供給された電気エネルギーを請求/清算するステップを有する請求項8,9又は10に記載の方法。
- 請求項5に記載の通信及び遠隔読み出しのための機器が以下のさらなるステップのために用いられる請求項8乃至11のいずれかに記載の方法:
a.前記接続機器の前記検知され、保存された識別子を遠隔読み出しする;
b.前記可動式又は非固定式機能ユニットによって、請求項4に記載の前記接続機器の前記電子鍵を閉とするための権限を与えるプロセスを開始し、前記通信機器によって前記権限データを前記可動式又は非固定式機能ユニットへと通信し、そして随意にさらなるデータを前記可動式又は非固定式機能ユニットへと通信する;
c.前記通信機器により前記保存データを遠隔読み出しにより読み出す。 - さらに、前記接続された消費及び/又は発電ユニットの電気エネルギーの前記消費又は生成が制御される請求項8乃至12のいずれかに記載の方法。
- 制御は前記通信及び遠隔読み出し機器によって達成される請求項13に記載の方法。
