この低温水蒸気改質反応器8は、その内部にニッケル、ルテニウムのいずれかもしくはこれらの両方の金属を酸化アルミニウムなどの担体に担持してなる触媒が充填された触媒床が備えられたものであり、この反応器8では、原料ガス中の炭素数2以上の炭化水素類が触媒の作用により水蒸気と反応してメタンに変換され、少量の酸化炭素が副生成物として副生される。
低温水蒸気改質反応器8からのメタンと少量の酸化炭素を含む生成ガスは、管9から管10からの水蒸気とともに第2熱交換器11に送られ、ここで300〜550℃に加熱された後、混合器12に送られる。
この混合器12には、別途管13からの酸素が供給され、ここで酸素が上記生成ガスと水蒸気との混合ガスに混合される。ここで添加される水蒸気は、接触部分酸化反応器15の触媒のコーキングを防ぐためのものである。
