本発明は、冷却設備から排出される濃縮ブロー水の処理方法、特に冷却設備の冷却用水として、排水の生物処理水を利用するものに関する。

従来より、各種工場、発電所、集合住宅などにおいては、水循環式の冷却設備(冷却塔)が設けられる場合が多い。この冷却塔では、冷却用水を循環使用している間に水分の蒸発等により塩分などの不揮発性の不純物が濃縮されてくる。そこで、これら不純物濃度があまり高くならないように、濃縮ブロー水を排出し、新しい冷却用水を補給している。

そして、冷却塔から排出されてくる濃縮ブロー水は、pH調整して放流するか、他の工程排水と混合し総合排水処理、例えば凝集沈殿処理や、活性汚泥法などの生物処理した後、系外に放流していた。

【発明が解決しようとする課題】
ここで、放流先が海域であったり、排水の受け入れ先においてその基準項目にCOD(化学的酸素要求量)が含まれている場合、濃縮ブロー水をpH調整のみで放流することはできず、CODを低減するための処理が必須となる。特に、他の工程からの排水と混合することなく、濃縮ブロー水を単独で処理する場合には、生物処理では効率的な処理が行えない。そこで、凝集沈殿処理などによって、汚濁成分を除去使用とするが、濃縮ブロー水には、スケール発生を抑制するための分散剤が含まれており、凝集が難しい。このため、凝集剤の注入量が非常に多くなってしまうという問題があった。

また、冷却塔では、かなりの量の冷却用水を補給しなければならない。この冷却用水として、通常は、水道水、地下水、工業用水など比較的清浄な水が使用されている。しかし、多くの土地において、水不足対策が必須であり、下水二次処理水などを冷却用水に再利用することが検討され始めている。

【課題を解決するための手段】
本発明は、冷却設備から排出される濃縮ブロー水の処理方法であって、前記冷却設備の冷却用水として、排水の生物処理水を利用するとともに、鉄系の凝集剤を添加混合してpHを4〜6.5の範囲に調整した凝集分離処理によって前記濃縮ブロー水中の汚濁成分を除去することを特徴とする。

【発明の実施の形態】
以下、本発明の実施形態について、図面に基づいて説明する。図1は実施形態に係る濃縮ブロー水処理システムを示す図である。下水二次処理水が冷却塔10に冷却用水として供給される。なお、下水二次処理水は、通常は活性汚泥処理などの生物処理の処理水であり、少なからずSS(懸濁物質)を含んでいる。このため、冷却塔10におけるスケール、スライムの発生防止のため、SSやスケール、スライムの原因物質を除去しておくことが好適である。このためには、繊維ろ過装置と、オゾン処理を組み合わせた処理が好適であるが、これについては後述する。

まず、下水処理場において、活性汚泥処理などの生物処理を受けた下水二次処理水は、原水槽30に貯留される。そして、この原水槽30から繊維ろ過器32に導入される。この繊維ろ過器32は、特公平5−12002号公報などに記載されたものであり、ろ過器の下部に設けた多孔板に長繊維束の下端を固定するとともに、上端を自由端としてろ過器内部に長繊維束を立設し、ここに被処理水を下降流で通過させるものである。

繊維ろ過器32のろ過処理水は、調整槽34に一旦貯留された後、オゾン反応塔36に供給される。このオゾン反応塔36は、その底部にオゾン発生器38から供給されるオゾンガスが供給される。オゾン発生器38は、各種のものが採用できるが、例えば乾燥空気を原料として、無声放電によりオゾンを生成する形式のものが採用される。ここで、オゾン発生器38からのオゾンガスは、オゾン反応塔36の底部に配置した散気管などから散気される。また、ろ過処理水はオゾン反応塔36の上方から供給され、下降流でオゾン反応塔36を通過し、下部からオゾン処理水が得られる。また、オゾン反応塔の頂部の排ガスは、排オゾン処理装置40に導入され、ここで無害化されて大気に排出される。

このように、本実施形態では、ろ過処理工程を有しており、このろ過処理によって、下水二次処理水中のSSが除去される。このため、冷却用水に利用した場合において冷却塔充填材の閉塞などを防止できる。特に、ろ過処理はオゾン処理の前段に配置されている。SSが存在した状態でオゾン処理を行うとオゾンがSSの酸化に消費されてしまい、下水処理水中の溶解性有機物を酸化分解するために必要なオゾン注入量が増加してしまう。本実施形態では、ろ過処理の後にオゾン処理を行うようにしたため、効率的なオゾンの利用が図れる。

また、本実施形態では、ろ過処理として繊維ろ過器32を採用している。下水二次処理水のSSは、その粒径が大小さまざまに分布している。このような場合に繊維ろ過器32は、単位断面積当たりのSS捕捉量やろ過速度において砂ろ過器などに比べ、各段に優れた性能を発揮することが知られている。すなわち、ろ過速度を50m/h程度と砂ろ過器に比べ大きくでき、かつSSの除去率としてはほぼ同等のものが得られる。

また、オゾン処理においては、色度の除去、有機物の除去と、生物代謝物などを効果的に低分子化することができる。これら物質はスケール成分として取り込まれやすい物質である。オゾン処理により、これらを低分子化して、スケール原因物質でなくすることができ、冷却用水としての適性を向上させることができる。

さらに、オゾン処理は、酸化処理の一種ではあるが、反応終了後でも塩濃度を増加させることがない。例えば、塩素ガスや次亜塩素酸ソーダ等による酸化処理では、反応終了後に塩濃度を増加させてしまう欠点がある。従って、このような処理を行った水を冷却用水に利用した場合、冷却塔10の各所において、腐食が進行しやすい。オゾン処理によって、このような弊害の発生を防止することができる。

ここで、オゾン処理におけるオゾン添加濃度は、3〜50mg/Lの範囲内であることが適当である。すなわち、オゾン添加量が3mg/L以下ではその効果をほとんど確認することができず、50mg/L以上では過剰添加になり、必要なコストが増大するだけでなく、排ガス中のオゾン濃度が増加し、通常の排オゾン処理設備では処理が難しくなるという問題が発生する。

濃縮ブロー水のCOD低減試験を行った。その結果について説明する。濃縮ブロー水としては、COD50mg/Lのものを採用し、これについて処理実験を行った。なお、本試験は、下水二次処理水を繊維ろ過+オゾン処理した水を冷却塔において冷却用水として循環使用し、排出される濃縮ブロー水を採水して行ったものである。なお、目標の処理水CODは20mg/Lに設定した。

(i)無機凝集剤種の選定と注入率の選定
本試験は、図1の装置に対応する処理をジャーテスタを用いて行い、無機凝集剤にアルミ系凝集剤のPAC(ポリ塩化アルミニウム:Al2O310%溶液)および鉄系凝集剤として塩化第二鉄(塩化第二鉄38%溶液)を用いて処理水CODを比較した。また、高分子凝集剤は、中アニオン性高分子凝集剤1.0mg/L(一定)を添加した。また、pHは、6.5(一定)とした。原水CODは50mg/Lであった。なお、CODは過マンガン酸カリウムCODである。

結果を表1に示す。無機凝集剤にPACを使用した場合、500mg/Lの注入率では、CODを目標の20mg/L以下にすることは不可能であったが、塩化第二鉄を使用した場合は、500mg/Lの注入率でCOD18.7mg/Lとなり、目標の20mg/L以下に処理することができた。なお、1m3当たりの単価は、塩化第二鉄がPACの1/2以下であり、塩化第二鉄の方がPACに対し遙かに優っていることが分かる。

結果を表2に示した。この結果から、pHは中性(pH7)より、酸性側(4〜6)に調整し、酸性凝集沈殿を行った方が、明らかに処理性能が向上することが確認された。中でも、pH5.0の条件が最も良好であった。一方、アルカリ側(8〜9)に調整した場合には、処理性能は悪化した。
