The tension of a web 1 is controlled by control means 6 for braking straps 3 engaging the supply roll 2. When the roll diameter has decreased to a particular amount, then, either manually or automatically under control of the roll diameter, web tension or strap tension, a valve is reversed to cause pneumatic ram mechanism 12 to swing rollers 7 carried on pivoted arms 8 so as to increase the angle of application of the straps, so that the required tension can be effectively produced by the control means 6.
