[Also in Division F2] A hand tool for tensioning and subsequently cutting a plastic strap S, Fig. 2, when looped about a plurality of bunched articles E comprises a pair of jaw members 16 connected for movement towards and away from each other, and first and second complementary angle plates 30, 32, Fig. 4. Each plate has one leg secured to a respective jaw member whilst the remaining legs extend at right angles to the opposing faces 36 of the jaw members and are in overlapping sliding engagement with one another. The extended leg of the plate 30 is provided with a transverse open-ended slot 40 for freely receiving the strap therethrough and the extended leg of the plate 32 is partly reduced in width to provide a narrow upstanding arm 46 arranged to overlap the open-end portion of the slot 40 not occupied by the strap upon movement of the jaw members towards each other so as to hold the strip. As shown the jaw members 16 are pivotally secured at 24 and 66 in the bifurcated ends of hollow handles 18 which are biased to the open position (as shown) by springs 26. The strap S is drawn taut around the elements E by means of a pawl 52 pivoted at 56 and adapted to engage the strap with its serrated portion 62 under the influence of a spring-loaded pin 58 which abuts the under side of the pawl. Repeated partial closing of the handles 18 causes the pawl to pivot at 56 and force the strap rearwardly. After the strap has been drawn taut and with the handles 18 partially closed so that the upstanding arm 46 closes the slot 40 to hold the strap, the tool is turned through 90 degrees to lock the strap upon itself. The handles are then fully closed so that the strap is severed by the cutting edge 50 of the plate 32. In modifications, the handles terminate in single flat plates on which the jaw members are pivoted so that the strap can be placed into the slot 40 laterally of the open side of the tool. The pawl may be spring biased by a coiled torsion spring.
