In a graphite moderator structure the fuel channels are lined by sleeves which leave a gap not more than 0.02 inch wide between the sleeve and the moderator filled by a static heat transfer fluid. The graphite slabs sit loosely to accommodate deflections of the sleeve, which may be double-walled for leak detection, the space being filledwith heat transfer fluid or a wire coil. The outer heat transfer fluid may be helium.
