In a pipe-plugging device comprising a fluidtight housing 10 mounted on a pipe 11 in surrounding relation to an opening 12 therethrough, a carrier 21 mounted on the housing 10 for movement therein toward and away from the pipe 11 and a plug 26 for insertion into the opening 12 so as to form a seal across the pipe to one side of the opening, one or a pair of arms 24 is swingably connected to the carrier 21 and fixedly secured to the plug 26 to support the latter in one position of the carrier and means are provided for locating the plug 26, as the carrier is moved from its one position toward the pipe 11 and the innermost portion of the plug engages the inside of the pipe opposite the opening 12, which portion is laterally offset from the swinging connection of the arm 24 to the carrier 21 in a direction towards one side of the opening 21 so that upon continued movement of the carrier towards the pipe the arm 24 is swung to move the plug 26 laterally into sealing engagement across the pipe. As shown, the carrier 21 comprises a flange 22 connected to a circular head 23 and to which are pivotally secured the arms 24. Alternatively, a single arm is mounted on spaced apart flanges. The head 23 is secured to rods 36 connected to a piston 35 of a hydraulic actuator 33 mounted on the housing 10. The plug 26 comprises a sealing cup 30 having a peripheral lip and held between plates 30a, 30b, the plate 30b being secured to the arms 24 and resting against an edge 27 on the carrier flange 22 when the plug is supported within the housing and the plate 30a having secured thereto brackets 29, 32 on which are rotatably mounted rollers 28, 31, offset from the pivotal axis of the arms 24 so as to engage the inside surface of the pipe 11 and cause swinging of the arms 24 as the carrier is moved towards the pipe.
