A rotary knife 10, Fig. 2, or, according to the first Provisional Specification, a scissor-like device, intermittently severs a tobacco stream as it issues from an enclosed passage formed by side guides 4, Fig. 1, the rim of a compression wheel 5, a top plate 6, a channelshaped bridge 7 and a tape 3 conveying the tobacco stream, a rearwardly projecting portion 11 of the knife, or dwell of the scissor-like device in its closed position, then blocking the stream long enough for a stub to be inserted by a wheel 16 between the stream and the adjacent cut-off tobacco length as it is forwarded by a conveyer 9, as on a paper web 8. As shown, the knife 10 is canted to clear the wheel 16, which is fed from a fluted drum 18, forming part of a stub-feeding device of the kind described in Specification 664,690, via pushers 19 on a transfer wheel 17, and has on its concave periphery pins 20 which push, or impale and carry, the stubs. A fork-ended stripper 21 ensures stub removal from the wheel 16, and side plates 160 are provided. During insertion, a stub presses on the rear end of the tobacco length being severed to prevent lagging of parts thereof and initially makes contact at its leading end only with the web 2 to allow an intermittently-operable blowing device (not shown) to clear " shorts " from the web area between the contact position and the knife. The web 2 may move as fast as or more slowly than the tape 3. The scissor-like device comprises a pair of cantilever spring steel arms, depending on either side of a stub-inserting wheel like that described in Specification 709,197, with normally contacting cutting blades on their lower ends and forced apart by cams which release them sharply immediately prior to stub insertion, the device being canted like the knife 10.
