The collar 18 has a radial lever 19 extending through 'a sectoral recess 20 in the boss 15 whereby the lever may produce limited angular movement of the spindle 16 to move the spider 21 into or out of engagement with the lugs 22. By th's means the cover may be opened either from the inside or from the outside after the spider has been lowered clear of the lugs by rotating one of the nuts 23, 25.
