[Class 146 (i)] In a ring binder having toggle-connected ring plates and a cover plate, an operating- lever is pivotally connected to the ring plates and cover plate and is operable to move the ring plates to or from open or closed position, and one of the pivotal connections is sufficiently slidable to permit positioning of the lever with respect to its pivots so as to lock the ring plates in closed position. The lever 6 is pivoted about notches 18, Fig. 4, in an opening 11 in the spring cover-plate 1, Fig. 12, intermediate the rings 5, and may bear directly on the plate 1 or on a stiffening plate 12, provided with an opening the edge 16 of which overlaps the opening 11, and with a positioning nose 14 engaging a hole in the plate 1. The lower arm of the lever 6 is formed as an eye 7 in which is rotatably mounted a pin 8, notched at either end so as to engage recesses 10 in the hinge-line edges of the toggle-plates 3. With the longer arm of the lever 6 vertical the toggle-plates are in their upper position and the rings 5 are open ; after the toggle-plates have been depressed and the rings closed, the lever may be turned still further to the position shown, so that attempts to open the binder by forcing the rings only press the lever 6 against the plate 1. Alternatively the lever has its arms 23, 31, Fig. 18, set at such an angle to each other that the arm 33 lies at right angles to the plate 1 when the rings are locked, and is pivoted on an end-cap 27, fitting over the end of the plate 1. The cap 27 is held in position by a spring 28 engaging notches in its upper face, and which may be raised to release the cap by pressing a pin through a hole 29.
