A cvlinder of insulating material carries on its periphery a number of conductor segments d<1> which, when the cylinder is rotated in the direction of the arrow, alternately short-circuit the set of contacts e<1>, e<2>, e<3> and the set of contacts f<1>, f<2>, f<3>. The condensers C<1>, C<2> are thereby alternately charged from the battery E and discharged through coils a<1>, a<2> respectively. These coils are wound on two rectangular frames fixed at right angles to one another and movable about a vertical axis in the field of a permanent magnet. The movable system so formed takes up a position dependent on the ratio of the capacities of the condensers C<1>, C<2>.
