A water tube boiler with its tubes 8 disposed in a single flue 15 has a by-pass flue 10, Fig. 2, for by-passing the heat transfer surface of the tubes. The boiler is used for producing steam or hot water and has a longitudinal drum 4 connected by pipes 5 to a lower header 6 and an upper header 7. Tubes 8 are arranged in transverse rows with aligned spaces 10 between tubes in each row to provide the longitudinal by-pass which is enclosed by top and bottom surfaces 9a, 9b and sidewalls 8a, 8b. The side walls may be formed by fins on the adjacent tubes, which fins are welded together. A refractory lining may be provided for the by-pass 10. At its exit the by-pass has pivoted dampers 11 controlled manually or automatically through mechanical, electrical or hydraulic means by temperature sensors. Heat is supplied to the boiler by a refuse incinerator with grates 2a, 2b, 2c, uncooled combustion chamber 3 and clinker discharge pit 3a. Exhaust gasses leaving the boiler at 18a pass through air pre-heater 19 which supplies air to ducts 23a, 23b and 23c. The dampers 11 may be controlled to maintain the air preheat temperature at 22 constant or dependent upon the temperature in combustion chamber 3 or setting chamber 13. Alternatively the temperature of the exhaust gas at 18b may be maintained constant. Additionally, the temperature of the exhaust gas at outlet 20 may be maintained at or above a predetermined temperature.
