An apparatus for developing an electrostatic image on a web 5 comprises a container 1 for liquid developer 6 having positively charged toner particles dispersed in an insulating liquid. A zone of developer having a low toner concentration or no toner is formed adjacent a roller 12 due to an applied potential difference between roller 12 and a conductive roller 7 such that the web 5 absorbs insulating liquid from this zone and surface irregularities are filled up. Toner is precipitated on to the surface of belt 9 to form a layer due to a potential difference between the roller 12 and a mesh electrode 20 and between an electrode 10 and the electrode 20. A developing electrode 11 engaging the belt 9 reduces the edge effect of the developed image. A brush 23 removes the residue of toner after development. In another embodiment, Fig. 2 (not shown) the belt 9 has an earthed conductive layer (27) instead of an insulating layer which acts in place of electrodes 10 and 11 and conductive roller 7, Fig. 1.
