In a dry shaver having cutter heads 23 each comprising a reciprocatable inner cutter 43 biased into contact with an outer cutter 29, the cutter 29 is provided with openings 65 to reduce the noise generated by motion of the cutter 43. A resilient pad 59 serves to prevent cut hair from passing through opening 58 in wall 19.
