  1. Control device for a medium voltage electric protection switchgear apparatus placed between two parts of an electric circuit so as to allow the flow of current or to interrupt the current between the parts, said switchgear apparatus including an electric switching unit able to take on a closed position for current flow or an open position for current interruption, said switching unit including at least one actuating component intended for the opening of the contacts of the unit (17, 19) and at least one actuating component intended for the closure of the contacts (18, 20), said actuating components, for opening and closure respectively, being able to transmit a control order to at least one opening component (15) and to at least one closure component (12) respectively for the contacts via a mechanical link (L), said control device also including means for interrupting the aforementioned mechanical link so as to render any activation of any closure actuating component ineffective for cases when a closure order must not be issued in order to ensure the safety of persons or of the installation, said aforementioned closure and opening components being rotatably fitted around two axes that are substantially parallel one with respect to the another, the closure and/or the opening of the contacts being achieved by the opening actuating component rotationally driving the opening component, or, respectively, the closure actuating component rotationally driving the closure component, the aforementioned closure (12) and opening (15) components being substantially located facing a closure actuating component (18, 20) and an opening actuating component (17, 19) respectively, the aforementioned mechanical link (L) including a part (24) secured to the closure component (12), said part (24) including a retractable element (25) movable between a first position in which said retractable element (25) is able to cooperate with the actuating element (18, 20) of said closure component (12) so as to transmit the closure order to the closure component (12), and a second position in which said element (25) is retracted and is no longer able to cooperate with said actuating element (18, 20) of the closure component (12), characterized in that said switchgear apparatus additionally includes an earthing device in series with said switching unit,
    in that the displacement of said element from the deployed position to the retracted position is commanded by a closed state of the contacts or a maintained opening order for the contacts, or by the activation of locking means (59, 60, 61) for access to the manoeuvring shaft (1) for controlling the contacts of the switching unit, and in that it additionally includes an interlock device (I) controlled by a selector (S) movable between a first position in which the orifice for access to the manoeuvring shaft (1) for controlling the switching unit is freed up and the orifice for access to the shaft (4) for manoeuvring the earthing shaft (3) is closed off, and a second position corresponding to an earthing intention or an actual earthing, in which the orifice for access to the shaft (4) for manoeuvring the earthing shaft (3) is freed up while the orifice for access to the shaft (1) for manoeuvring the control arrangement is closed off, and in that the displacement of said retractable element (25) between the two aforementioned positions is controlled by a bellcrank (61) of the aforementioned interlock device (I) so as to prevent the closure of the aforementioned switching unit when the selector (S) is in the aforementioned second position.
  2. Control device according to Claim 1, characterized in that the aforementioned mechanical link (L) includes a part (24) forming a sliding member support secured to the closure component (12) and in which there is slidably fitted a sliding member (25) forming the aforementioned retractable element.
  3. Control device according to Claim 2, characterized in that this sliding member (25) is manoeuvred either by an indicator of the position (38) of the contacts, or by a part forming a bellcrank (15a) secured to the opening component (15), via bellcrank means (R).
  4. Control device according to Claims 1 and 3, characterized in that this sliding member (25) is additionally manoeuvred either by the bellcrank (61) of the aforementioned interlock device (I) when the latter is in the aforementioned second position, or by locking means (59, 60, 61) for access to the manoeuvring shaft (1) for controlling the switching unit controlling the bellcrank (61) of the aforementioned interlock means (I).
  5. Control device according to any one of Claims 1 to 4, characterized in that the aforementioned interlock device (I) includes a first interlock lever (45) fitted to be freely rotatable around the control shaft (2) for the switching unit and including a flap (47) able to close off or free up the orifice for access to the manoeuvring shaft (1) for controlling the switching unit, a second interlock lever (51) rotatably fitted around a fixed axis of the support and including a flap (53) able to free up or to close off the orifice for access to the earthing shaft (3), said interlock levers (45, 51) being mechanically connected by a connecting rod (49), and a selector (S), with a pin (56) passing through it, belonging to the first lever (45), said selector (S) being slidably fitted with respect to a fixed support of the switchgear apparatus between the two aforementioned positions, the first interlock lever (45) including the aforementioned bellcrank (61).
  6. Control device according to any one of Claims 1 to 5, characterized in that the aforementioned interlock device (I) includes means (63, 38, 45) to close off the orifice for access to the shaft (4) for manoeuvring the earthing shaft (3), when this unit is in the closed position.
  7. Control device according to Claims 1, 3 and 6, characterized in that these means include a pin (63) secured to a part (38) secured to the shaft (2) for controlling the contacts of the switching unit and forming the position indicator for the aforementioned contacts, said pin (63) cooperating with the aforementioned first interlock lever (45).
  8. Control device according to Claim 3, 4 or 7, characterized in that these bellcrank means (R) include a first bellcrank (39) referred to as indicator bellcrank pivotably fitted with respect to an axis belonging to a fixed support of the switchgear apparatus and including a first part (41) cooperating with the part (38) secured to the control shaft for the contacts of the switching unit and forming the aforementioned indicator, and a second bellcrank (40) referred to as sliding member bellcrank pivotably fitted around a second fixed axis of the switchgear apparatus support, said second bellcrank including a first part (43) intended to cooperate with the second part (42) of the first bellcrank (39) via two pins (54, 55) located on said second bellcrank (40), and a second part (44) intended to cooperate with a bellcrank (15a) of the opening component (15).
  9. Control device according to any one of Claims 1 to 8, characterized in that these aforementioned locking means (59, 60, 61) include a lock (59) that can be operated by means of a key and is able to rotationally drive a cam (60), said cam (60) being able to cooperate with the bellcrank (61) of the aforementioned interlock device (I), so as to bring this device into a position for closing off or freeing up the orifice for access to the manoeuvring shaft for controlling the switching unit.
  10. Control device according to any one of the preceding claims, characterized in that one or each opening (15) or closure (12) component is secured to a secondary opening or closure (13) shaft respectively, said secondary shafts being mechanically connected to the shaft (2) for controlling the switching unit, each of the opening (15) and closure (12) components being retained in a position corresponding to a closed, or respectively open, position of the contacts of the switching unit by an opening (10), or respectively closure (9), catch device, these catch devices being able to be unlocked by the actuation of the corresponding component.
  11. Control device according to any one of Claims 2 to 10, characterized in that the aforementioned sliding member (25) includes two openings (27, 28) separated by a partition (29), one (28) of the openings being intended to receive an end part (26) of the closure component (12), said part bearing on the partition (29), and a spring (30) bearing by one of its ends on a flat surface (31) belonging to the aforementioned end part (26) and by its opposite end on an inner face (33) of the sliding member (25), said sliding member also including a pin (34) secured to said sliding member (25) and intended to cooperate with the sliding member bellcrank (40) so as to allow said sliding member (25) to be driven from one position to the other.

Control device according to any one of the preceding claims, characterized in that it includes at least one manually operated opening button (5) and at least one manually operated closure button (6), the actuating element (17, 18) of each button being able, when it is activated, to cooperate with the sliding member (25) so as to rotationally drive it.
  13. Control device according to Claim 12, characterized in that the or each manually operated opening button and the or each manually operated closure button is (are) located on the front face of the switchgear apparatus, so as to be operable from this face by a user.
  14. Control device according to either Claim 12 or Claim 13, characterized in that one or each manually operated opening (5) or closure (6) component is a push-operated button (71, 72) including an actuating element (73, 74) movable translatably to displace the opening component (15) or the sliding member (25) rotationally, according to whether the button (71, 72) is used for opening or closure.
  15. Control device according to either Claim 12 or Claim 13, characterized in that one or each manually operated opening or closure component is a rotary knob (64, 65) including an actuating element (66, 67) movable rotationally to displace the opening component (15) or the sliding member (25) rotationally, according to whether the knob is used for opening or closure.
  16. Control device according to either Claim 12 or Claim 13, characterized in that it includes a single rotary knob (68) movable rotationally in one direction or in the other in order to perform the opening or closure, said knob including two actuating elements (69, 70) movable rotationally in two opposite rotational directions, and which are able to cooperate with the opening component (15) or the sliding member (25) respectively.
  17. Control device according to any one of the preceding claims, characterized in that it includes at least one remote actuating coil (8), the actuating element (19, 20) of the coil (7, 8) cooperating with the sliding member (25) via a support (24) including a vane (35) fitted to be freely rotatable around the closure component (12), said support (24) including a part (36) cooperating with a part (37) of the sliding member (25), in such a way that actuating the coil (8) drives via the vane (35) the rotation of the support (24) and of the sliding member (25) and thus the rotation of the closure component (12).
  18. Control device according to any one of the preceding claims, characterized in that the switching unit is a vacuum circuit breaker or a vacuum interrupter and the earthing device is an earthing disconnector.
  19. Medium voltage electric protection switchgear apparatus including an opening component (15) and a closure component (12) which are able to control the opening and closure of contacts, characterized in that it includes a control device according to any one of Claims 1 to 18.
  20. Medium voltage electric cell including at least one switchgear apparatus according to Claim 19.
