Durch die offenporige innere Lage wird somit eine "Verzehrlage" geschaffen, die sich bei elektro-thermischer Belastung unter Sauerstoffverzehr zersetzt und dadurch verhindert, dass auch das Innengewebe, ein flammhemmender Futterstoff, geschädigt wird. Die innere Lage des Außengewebes ist bevorzugt mechanisch schwächer als die äußere Lage des Außengewebes und trägt somit maßgeblich zur Bildung der "Verzehrlage" bei. Zu dem Innengewebe sei erwähnt, dass es unter dem Außengewebe als "erstem Schutzwall" als "zweiter Schutzwall" dient und dementsprechend besonders feinfädig und damit zur Ausbildung einer möglichst geschlossenen Oberfläche vorgesehen ist. Bei ersten Versuchen hat sich herausgestellt, dass ein "arc thermal performance value" APTV gemäß IEC EN 61482-1-1 von 25cal/cm2 bei einem vergleichsweise geringen Flächengewicht von 400 g oder weniger pro Quadratmeter erreicht werden kann. Der Grundgedanke der Erfindung besteht somit nicht in der Erhöhung der mechanischen Festigkeit, sondern in der besonderen Ausgestaltung eines doppelseitigen Außengewebes mit dicht geschlossener Außenseite und offener Innenseite als "Verzehrlage". Es sei erwähnt, dass auch das zweite Garn und/oder das Garn des Innengewebes bevorzugt flammhemmende Eigenschaften aufweist, wenngleich diese weniger ausgeprägt sein können als bei dem ersten Garn. Im Übrigen sind das Innen- und das Außengewebe bevorzugt nicht miteinander verbunden. Dies kann jedoch vorgesehen sein.
