- a locking means of the actuator is further provided to lock it in its open position of the pilot circuit, while said locking means is arranged to be driven in a release position by a portion of the plug when the latter is in the connection position, so that the actuator can be operated in its closed position of the pilot circuit after coupling the plug in the base and connecting the power contact (s) of the plug and the base.
- the actuator comprises a rotary ring and the locking means of said actuator is in the form of at least one movable rod which is biased by a resilient means towards its locking position in which said rod comes introducing into a portion of the actuator to lock said ring in rotation while the rod can be driven to its unlocking position by a portion of the end of the plug during its coupling with the base.
- the movable blocking rod passes through a circular arc slot formed in the actuator and has a shoulder intended to come into a suitable housing of the actuator to lock it so that the stem does not interfere with the rotation of the actuator when the shoulder is outside said housing.

- the front end of the casing 5 of the plug rests on the hook 11 optionally provided for this purpose with an oblique part forming a ramp so that said hook 11 s pushes in while driving the button 12 with him as shown in FIG. 2 (one could nevertheless press the button 12 for this operation).

- the ring 10a of the actuator is integral with the shunt 9 so that in the angular position thereof shown in Figures 1, 2, 3 and 6, the pilot circuit 7, 8 is open as explained above.
- a mark 15, by example the sign "O”, mentioned on the ring 10a is in front of the button 12 as shown well in Figures 1 and 2.
- the skirt 10b of the actuator 10 has an indentation 16, in the form of a semicircle, arranged in the position of FIGS. 1, 2, 3 and 6 just below the knob 12 thus allowing in this position a freedom of movement button 12.
- a rod 18 is arranged in the base and passes through a slot 19 in an arc (FIG. 7) formed in the actuator 10.
- the rod 18 is urged by a spring 20 ( Figure 6) in a locking position in which a shoulder 21 blocks the rotation of the ring 10a by coming into a suitable housing of the actuator.
- This rod 18 can be urged by the end edge of the housing 5 of the plug to meet the spring 20 to unlock the rotation of the ring 10a.
- the plug 1 and the base 2 of the device are initially in the position of FIGS. 1, 2, 3, 6 and 7.
- the pilot circuit 7, 8 is open and the ring 10a is locked in rotation by the rod. 18 (FIG. 6) so that the base can not be energized since said pilot circuit can only be closed after unlocking the actuator ring 10a by means of the plug 1.
- this locking ring 10a is an additional security as will be explained below.
- the separation of the base and the plug therefore requires two successive manual operations, namely: rotation of the actuator ring and actuation of the locking knob.
- rotation of the actuator ring In the absence of locking of the actuator 10 by the rod 18, it is however understood that if the base is under tension after rotation of the ring 10a, the skirt 10b prevents any actuation of the button 12 and the hook 11 which remain in position locking preventing any coupling of the plug and the base and therefore any connection in charge of the power contacts.
- the rod 18 which prevents the power of the base when the plug is not inserted into the base, also ensures that the power of the base can be made only if the plug is in the complete position of connection power contacts.
- the device according to the invention thus ensures an impossibility of connection and disconnection of the power contacts when the base is energized.
