That is, the D/L management means 285 stores the D/L data for the predetermined time in the storage means 220. For example, supposed that the D/L data for 30 days are retained, it means that the storage means 220 retains the D/L information for the latest 30 days, and the D/L data is erased in the first-in first-out method by dates of the D/L information downloaded from the pre-approval server 300.
  • the control means 290 reads out the card-unique information from the credit card 100 through the reading-out/recording means 210 and inquires the D/L data using the card-unique information with reference to the storage means 220 to determine whether the small sum transaction is possible or not.
  • the control means 290 determines whether the new pre-approval is necessary or not by use of the pre-approval updating date or the minimum amount of money stored in the storage means, and when it is determined that the new pre-approval is not necessary, the control means 290 subtracts the paying amount for the small sum transaction due to the execution of the small sum transaction from the read-out pre- approved residual amount of money and updates the pre-approved residual amount of money to record the resultant amount of money through the reading-out/recording means 210. When it is determined that the new pre-approval is necessary, the control means 290 grants the new pre-approval to record the new pre-approval information in the credit card 100 and then to allow the small sum transaction to be executed.
  • the control means 290 In determination of grant of the new pre-approval using the pre-approval updating date, the control means 290 counts the dates to check the pre-approval updating date, and determines whether the pre-approval updating date has come using the counted date when the card-unique information is read out by the reading- out/recording means 210. When it is determined that the pre-approval updating date has come, the control means 290 reads out the new pre-approved amount of money stored in the storage means 220 to record the amount of money along with the current date in the credit card 100, while the control means 290 stores the new pre-approval information and the card-unique information of the relevant credit card 100 and then periodically or non-periodically transmits them to the pre-approval server 300.
  • control means 290 erases and initializes the pre-approved amount of money, the pre-approved date and the used amount of money stored in the credit card 100, and then records the new pre-approved amount of money and the new pre-approved date.
  • the control means 290 reads out the pre-approval information recorded in the credit card 100 through the reading-out/recording means 210 and compares the minimum amount of money with the pre-approved residual amount of money.

When the D/L information does not exist, the control means 290 determines whether the read-out card number exists in the D/L information of the storage means 220, and when the card number of the user exists in the D/L information, determines that the execution of the small sum transaction is not possible to display that the card cannot be used and to record the D/L information in the credit card 100. When the card number does not exist in the D/L information, the control means determines that the execution of the small sum transaction is possible.
  • the D/L information may include the information indicative of recording the D/L information in the credit card 100.
  • the control means 290 checks the information for determination of the D/L recording included in the D/L information. Therefore, when the D/L information includes the information of recording the D/L information, the control means 290 controls to record the D/L information in the credit card 100, so that the execution of the small sum transaction is not possible through other fee settlement terminals 200 as well as the current fee settlement terminal 200. When the D/L information does not include the information of recording the D/L information, the control means 290 controls to execute only the denial of transaction without recording the relevant D/L information in the relevant credit card 100.
  • the pre-approval server 300 comprises a database 310, a server communication means 320 and a server control means 330.
  • the database 310 memorizes the card number, the pre-approval number, the pre-approved amount of money and the pre-approval updating date in accordance with the control of the server control means 330, while memorizing the usage information including the pre-approved amount information updated and recorded in the credit card 100 in pre-approval.
  • the server communication means 320 supports reception/transmission of data with the fee settlement terminal 200 in an on-line mode, in accordance with the control of the server control means 330. Furthermore, the server control means 330 receives the information on the execution of the small sum transaction from the fee settlement terminal 200 through the communication means 320 and allows only the amount of money used by the user out of the pre-approved amount of money for each user to be accumulated and to be subjected to the post-payment. On the other hand, the server control means 330 determines whether the new pre-approval is available or not through inquiry of the usage limit of the relevant credit card 100, and when the new pre-approval is available, grants the new pre-approval number and stores the new pre-approved amount of money in correspondence to the new pre-approval number. A real transaction information generated after the new pre-approval is stored in correspondence to the newly pre- approval amount of money.
  • FIG. 3 are flowcharts illustrating a small sum transaction method through a pre-approval using a credit card in a fee settlement terminal according to the present invention, where Fig. 3 A is a flowchart for determining whether the small sum transaction is possible or not through a D/L inquiry and Fig. 3B is a flowchart for executing the small sum transaction depending upon necessity of a new pre-approval.
  • the small sum transaction method through a pre-approval using a pre-approval credit card system comprises: a step 100 SI 00 in which the fee settlement terminal 200 reads out the information of the credit card 100, inquires the D/L data on the basis of the read-out card-unique information, and determines whether a payment for the small sum transaction by means of the credit card is possible or not; a step 200 S200 of, when it is determined in the step 100 SI 00 that the payment for the small sum transaction by means of the credit card 100 is possible, determines whether the new pre-approval is necessary or not; a step 300 S300 of, when it is determined in the step 200 S200 that the new pre-approval is not necessary, controlling to execute the small sum transaction, subtracting the paid amount of money for the small sum transaction from the read-out pre-approved amount of money, then updating the amount of money to record the resultant amount of money in the credit card 100, and storing the small sum transaction information in correspondence to the relevant card-unique information in the storage means 2
  • the step 100 SI 00 comprises: a step 110 SI 10 of sensing the credit card 100; a step 120 SI 20 of, when the credit card 100 is sensed, reading out the card-unique information and the pre-approved amount information from the predetermined area of the credit card 100; a step 130 SI 30 of reading out the information recorded in the credit card 100 to determine whether the D/L information exists or not; and a step 160 SI 60 of, when it is determined in the step 130 SI 30 that the D/L information exists, determining that the payment for the small sum transaction by the card is not possible and outputting a message indicative of impossibility of the card usage on a screen.
  • the step 100 SI 00 further comprises a step 140 SI 40 of reading out the information recorded in the credit card 100 and when the D/L information is not recorded in the credit card 100, determining whether the relevant card number exists in the D/L data of the fee settlement terminal 200 or not, and a step 150 SI 50 of, when it is determined in the step 140 SI 40 that the card number exists in the D/L data, recording the relevant D/L information in the credit card 100.
  • the step 200 S200 is performed.
  • each piece of D/L information included in the D/L data of the fee settlement terminal 200 may include the information for determining whether the D/L information should be recorded in the credit card 100 or not.
  • a step in which the control means 290 checks whether the D/L information corresponding to the relevant card number includes the information for determining whether the D/L information should be recorded or not may be further comprised, and when the D/L information corresponding to the relevant card number includes the information for not recording the D/L information, only the small sum transaction is denied and the step 150 SI 50 can be omitted.
  • the step 120 SI 20 comprises, as shown in Fig.
  • the step 200 S200 comprises a step 210 S210 of, when it is determined in the step 100 SI 00 that the small sum transaction is possible, determining whether the new pre-approval is necessary or not, wherein it is determined whether the new pre-approval is necessary or not depending upon the advent of the pre-approval updating date; and a step 220 S220 of determining whether the new pre-approval is necessary or not through the comparison of the read-out pre-approved residual amount of money with the predetermined minimum amount of money.
  • the step 210 S210 is a step of comparing the date information counted in the fee settlement terminal 200 with the predetermined pre-approval updating date and granting the predetermined new pre- approved amount of money at the predetermined pre-approval updating date.
  • step 220 S220 is a step of, when the pre-approved residual amount of money is smaller than the minimum amount of money predetermined in the fee settlement terminal 200, executing the small sum transaction after the new pre-approval, and when the pre-approved residual amount of money is greater than or equal to the minimum amount of money, determining that the execution of the small sum transaction is possible without the new pre-approval procedure.
  • the step 300 S300 comprises: a step 310 S310 of, when it is determined in the step 220 S220 that the new pre-approval is not necessary, controlling to execute the small sum transaction; a step 320 S320 of subtracting the paid amount for the small sum transaction from the pre-approved amount of money read out from the credit card 100 and then updating the amount of money to record the resultant amount of money in the credit card 100; a step 330 S330 of recording the pre-approved amount of money subtracted depending upon the small sum transaction executed in the step 320 S320 along with the relevant card-unique information in the predetermined area of the storage means 220 within the fee settlement terminal; and a step 340 S340 of displaying the completion of the fee settlement on the screen.
  • the step 400 S400 comprises: a step 410 S410 of, when it is determined in the step 200 S200 that the new pre-approval is necessary, erasing the pre- approved amount of money and the pre-approved date recorded in the credit card 100; a step 420 S420 of controlling the reading-out/recording means 210 to read out the new pre-approval information stored in the storage means 220; a step 430 S430 of recording the newly pre-approved amount of money and the newly pre-approved date in the credit card 100 using the read-out new pre-approval information; and a step 440 S440 of going on to the step S300 of displaying the completion of the pre-approval update on the screen and then executing the small sum transaction.
  • Fig. 5 is a flowchart illustrating a method of settling the small sum transaction in the pre-approval server according to the present invention.
  • the method of settling the small sum transaction in the pre- approval server 300 comprises: a step 510 S510 of periodically or non-periodically receiving the card-unique information, the pre-approval information and the usage information due to the execution of the small sum transaction from the fee settlement terminal 200; a step 520 S520 of storing the card-unique information, the pre-approval information and the usage information received in the step 510 S510; a step 530 S530 of referring to the D/L database 340 for the new pre- approval information stored in the database 310 and determining whether the relevant card-unique information corresponds to the D/L information or not; a step 540 S540 of, when it is determined in the step 530 S530 that the relevant card-unique information does not correspond to the D/L information, determining whether the new pre-approval is available or not by comparing the usage-limit amount of money with the amount of money obtained by summing the pre-approved amount of money of the new pre- approval information received
  • the method further comprises a step in which the pre-approval server 300 determines whether the information corresponding to the execution of the small sum transaction, periodically or non-periodically transmitted from the fee settlement terminal 200, is included in the D/L data or not, and when the information is included in the D/L data, the pre-approval server 300 adds the unique information of the information recording medium of the user to the D/L data and periodically or non- periodically transmits the D/L data to the fee settlement terminal 200.
  • Fig. 6 is a flowchart illustrating the D/L information management method in the fee settlement terminal according to the present invention.
  • the D/L information management method comprises: a step 700 S700 of determining whether the predetermined time for downloading the D/L information has come or not; a step 710 S710 of, when it is determined in the step 700 S700 that the predetermined time has come, downloading the D/L information for a predetermined time from the pre-approval server 300; and a step 720 S720 of updating the D/L information previously stored through the step 710 S710 with the downloaded D/L information using the first-in first- out method.
  • the pre-approval particulars and the D/L data can be mutually exchanged therebetween.
  • the transaction particulars and the pre-approval particulars generated in the fee settlement terminals 200 are transmitted to the terminal computer 500 by means of the control of the terminal computer 500 and are also transmitted periodically or non-periodically from the terminal computer 500 to the pre-approval server 300.
  • the terminal computer 500 receives the D/L data transmitted from the pre-approval server to transmit the D/L data to the fee settlement terminals 200.
  • the small sum transaction system and method according to the present invention is adaptable to various micro payments such as a pubic phone, a transportation payment for public transportation means (for example, a bus, a subway, a taxi, etc.), a payment for a hotel, a payment for a gas station, a payment for a vending machine, a expressway toll, a parking fee.
  • the parking fee payment system and the expressway toll payment system in which the payment for the small sum transaction is not instantly performed and the paid amount of money can be found out in a predetermined time, other information for the payment should be recorded as well as the transaction amount of money as described above.
  • the information on the boarding/landing stations and the dates thereof is recorded in the credit card 100 and the transaction amount of money after the execution of the small sum transaction is further recorded.
  • the information on the parking start time and the parking finish time is recorded and the transaction amount of money after the execution of the small sum transaction is further recorded.
  • the information on the charging start point and the charging finish point is recorded and the transaction amount of money after the execution of the small sum transaction is further recorded.
  • the small sum transaction system and method through a pre-approval using an information recording medium since one or more small sum transactions are executed within a range of the pre-approved amount of money by granting the credit pre-approval to the information recording medium capable of performing a credit transaction in the off-line mode and it is determined whether the granted pre-approval information is approved or not through an approval procedure in a predetermined time to manage the possibility of transaction of the relevant information recording medium in the future by using the D/L information, it is possible to execute the small sum transaction within the usage limit of a user even in the off-line mode.
  • the present invention it is possible to allow the small sum transaction not to be executed by checking whether the card number information of the credit card is included in the D/L data of the fee settlement terminal, and in addition, it is possible to allow the credit card pre-approved by other fee settlement terminal not to be used by recording the D/L information in the credit card.
  • the present invention it is possible to allow a fee settlement terminal not having the D/L information to execute the small sum transaction by recording the D/L information in the credit card. In this case, it is possible not to enable the payment by use of the credit card in which the D/L information is recorded.
  • the present invention by periodically or non- periodically downloading the D/L information for checking the availability of the pre- approved credit card from the pre-approval server to manage the D/L information only for a predetermined time using a first-in first-out method, it is possible to remarkably reduce the capacity of the D/L data stored in the fee settlement terminal and thus to facilitate the management thereof.
  • the present invention by receiving the transaction particulars information and the new pre-approval information resulted from the execution of the small sum transaction in the fee settlement terminal from the pre- approval server, generating the D/L information to store the D/L information in a predetermined database and transmitting the D/L information to the fee settlement terminal, only the D/L information on the information recording medium substantially used in the fee settlement terminal out of the information recording mediums issued enormously can be generated and transmitted. Therefore, it is possible to remarkably reduce the amount of the D/L data.
  • the present invention by uploading the transaction particulars or the pre-approval particulars generated in the fee settlement terminal to the pre-approval server using a terminal computer capable of controlling a plurality of fee settlement terminals, it is possible to more easily manage the data generated in the fee settlement terminals.
