Abstract

A vehicle (1) is marked on a glass (5) and/or a plastic part (6) that is visible without opening the engine bonnet by a complete identification VIN number (3) of its body (2), respectively chassis in such a manner that the VIN number (3) is etched in the glass (5) and/or in the plastic part (6) by using a template (7) and etching agent, or by means of a pattern (8) being provided with an etching agent, and the VIN number (3) is then loaded in a data file of the VIN numbers (3) of registered and/or precautionary registered and/or stolen vehicles (1) stored on a material carrier (4). Procento odcizených vozidel, které se nikdy nevrátí legitimnímu majiteli, se rovněž neustále zvyšuje. Tato skutečnost je mimo jiné důsledkem existujících nedostatků ve vzájemném propojení příslušných evropských institucí a nízké úrovně výměny informací mezi pátracími systémy jednotlivých států. Běžná praxe je taková, že při prověřování vozidel trvá příliš dlouho než odpovědný činitel zjistí, že se jedná o odcizené vozidlo, které mezitím už může být mimo jeho dosah. The impossibility of an immediate exchange of information between national search systems and thus the inability of the competent authorities to verify in a short time the origin and legitimate ownership of a vehicle is envisaged by organized criminal groups focused on theft of motor vehicles, especially when moving them quickly from one country to another.

Hlavním identifikačním znakem každého vozidla je kompletní výrobní číslo VIN (Vehicle Identification Number) jeho karoserie, resp. podvozku. Číslo VIN není pouze číslem, nýbrž je to sedmnáctimístný kód, který má pevnou logickou strukturu a který kromě arabských číslic obsahuje též písmena. Na základě dohody ISO (Intemational Standards Organization) se světovými výrobci vozidel je tento kód jednotně upraven a strukturalizován. Podle normy ISO 3779 je číslo VIN zavedeno a užíváno všemi výrobci motorových vozidel a je zajištěno, že svým složením a délkou je lehce odlišitelné od ostatních čísel na vozidle. Protože číslo VIN je pro každé jednotlivé vozidlo unikátní a lze z něj zjistit všechny důležité informace o vozidle, stalo se hlavním identifikačním znakem motorových a přípojných vozidel.
