Claims (9)

1. The emergency command scheduling system based on scene twinning is characterized in that: the system comprises an emergency rescue material allocation management system and a multimedia fusion emergency communication system;
the emergency rescue material allocation management system is used for realizing intelligent and accurate scheduling of resources for multi-place synchronous rescue by establishing an emergency rescue material reserve system which is communicated with each other and used for fusion and sharing of emergency rescue materials; the emergency rescue material allocation management system comprises a material storage subsystem and a material scheduling subsystem;
the multimedia fusion emergency communication system is in butt joint with various service systems through an open interface, and is fused with audio and video in the industry and unmanned aerial vehicle equipment, so that fusion communication which is not limited by space and time and breaks hardware barriers is realized; the multimedia converged emergency communication system comprises an emergency command management system, a voice scheduling service, a video scheduling service, a short message scheduling service, a conference scheduling service, a GIS map scheduling service, an emergency APP and a converged communication service;
the converged communication service provides unified API management for business application encapsulation and provides functions of bottom layer point-to-point audio and video call, video conference and real-time browsing monitoring for an upper application system or platform, and the upper application system is rapidly integrated through a WEB front end quoting service platform interface package to realize an audio and video converged communication function;
the unified API management comprises a video consultation SDK, a connection type interface platform, a query interface service, a video monitoring SDK, a monitoring event service and a mobile terminal SDK;
the video consultation SDK is configured to provide a client plug-in of a windows platform for the PC terminal SDK, is embodied in an EXE form, interacts with an upper layer application through JS, and supports integration of PC web application and large-screen application;
the connection type interface platform comprises connection service, authentication login, log-out service and monitoring/cancelling monitoring service events, wherein the monitoring/cancelling monitoring service events are used for monitoring events of a PC end plug-in, and an application system processes business application after acquiring the events;
the query interface service comprises a user list acquisition interface and a device list acquisition interface;
the video monitoring SDK takes video monitoring equipment as a participating party to join in a video conference, and when the video conference is organized, the video monitoring equipment is used as an input video to be accessed to a video conference platform, so that a video conference terminal can view monitoring pictures of the video monitoring equipment in real time;
the monitoring event service actively informs application related information through supported monitoring event types, and the service application receives the information and then carries out the next processing according to the service requirements;
wherein, the supported monitoring event types include: an online/offline notification event, an automatic reconnection success event, a voice click-to-call incoming call event, a video click-to-call incoming call event, a conference end event, a video monitoring event, an exit matrix monitoring event, and a personnel state change event;
the mobile terminal SDK is configured as a native interface package, supports Android platform application integration, and realizes audio and video calling and conference functions on the mobile terminal.

A scene twinning-based emergency command dispatch system according to claim 1, wherein: the material storage subsystem is used for carrying out labeled management on rescue materials, carrying out classified maintenance and management on the basis of fire, typhoon and flood and drought, rapidly displaying the spatial distribution of the rescue materials on the basis of an emergency material one-map platform and grasping the rescue material storage information;
the material reserve subsystem comprises material labeling management, material demand management, emergency material drawing, material alarm setting and rescue material statistics.

A scene twinning-based emergency command dispatch system according to claim 2, wherein: the material labeling management supports the labeling management of rescue materials, and the materials are uniformly encoded and classified by establishing a label library, so that the visualization, the inquiry and the traceability of material information are realized;
the emergency material map is used for displaying the space distribution condition of the rescue material in the form of a map, and comprises a material reserve warehouse, a material allocation point and a material dispatch point, and each point is marked and specified;
the emergency material drawing is also used for correspondingly displaying different types of rescue materials according to different types of rescue tasks, and is convenient and quick to inquire.

A scene twinning-based emergency command dispatch system according to claim 1, wherein: the material scheduling subsystem is used for showing rescue resource reservation conditions on a map based on the rescue material related data converged and integrated by the material reservation subsystem, and realizing emergency material scheduling command global data information and functions through disaster point distribution, material scheduling schemes and material transportation vehicle running route planning;
the material scheduling subsystem comprises a research analysis module, a path planning analysis module, a rescue material scheduling management module and a track tracking module.

The scene twinning-based emergency command and dispatch system of claim 4, wherein: the studying and judging analysis module is used for providing a scientific and reasonable rescue material scheduling scheme for emergency command leaders or decision makers through analysis of disaster-stricken conditions, rescue resource reserve conditions and material demand condition data;
the path planning analysis module is used for planning the shortest and optimal running route for the material transportation vehicle by utilizing a path planning algorithm according to disaster point distribution and material scheduling scheme information;
the rescue material scheduling module is used for generating a detailed rescue material scheduling scheme according to the data provided by the research analysis module and the route planned by the route planning analysis module, and the detailed rescue material scheduling scheme comprises material types, quantity, transport vehicles and transport route information;
the rescue material dispatching management module is used for generating dispatching according to a material dispatching scheme, issuing the dispatching to related departments or logistics companies, monitoring and tracking the dispatching execution condition and modifying and adjusting the dispatching according to the actual condition.

A scene twinning-based emergency command dispatch system according to claim 1, wherein: the emergency command management system establishes a professional communication group of emergency command personnel, flexibly groups all the personnel according to an organization architecture in a multi-stage manner, and adopts a tree grouping list form;
the emergency command management system comprises an emergency address book and group management; the emergency address book is used for inputting, editing and deleting personnel information, and supporting classification management of the personnel information and searching the personnel information in various modes; the group management is used for operations of creating, editing and deleting the group, and supports one-key communication and one-key conference functions of group members.
