When the new energy vehicle of the user needs to be charged, the user confirms that the vehicle needs to be charged at the leasing module, the leasing module uploads a charging signal packet to the background control terminal, the content of the charging signal packet comprises the vehicle license plate number, the vehicle position and the registration time which need to be charged, the signal receiving module receives the charging signal packet, the charging signal packet is analyzed by the signal packet analyzing module, the uploaded vehicle license plate number, vehicle position and registration time which need to be charged are analyzed by the signal packet analyzing module, the simulated navigation module acquires the vehicle position analyzed from the charging signal packet, a navigation relation is built between the vehicle position and each charging station nearby, and the required time for the vehicle position to reach each charging station nearby is calculated; the calculation processing module can confirm whether the charging piles 2 of the nearby charging stations are idle according to the required time length and the registration time of the vehicle position reaching the nearby charging stations, then sequentially arrange the required time length of the charging stations with the idle charging piles 2 from small to large, and determine the charging station with the shortest required time as the reserved charging station; the simulated navigation module can transmit the navigation relation from the vehicle position to the reserved charging station to the user leasing terminal through the signal issuing module, and guide the user to drive the vehicle to reach the reserved charging station from the vehicle position; meanwhile, the license plate number in the charging signal packet is sent to the intelligent lock 1 corresponding to any one of the idle charging piles 2 in the reserved charging station through the signal issuing module; this lock 1 unlocks only when unanimous in the license plate number in the identification signal package of vehicle that current parking stall was driven into and the license plate number in the signal package that charges, and then can be when the user has new energy vehicle user demand, can guide user (vehicle) to the nearest charging station that has idle charging stake 2 effectively, guarantees that the customer can seek the charging station that can charge fast, can effectively satisfy customer's charging demand.
