Because mobile device user base number is big and have certain mobility, the user can initiatively perceive emergent event and upload event information to relevant platform through mobile device, consequently the emergent event treatment scheme of this application disclosed is favorable to promoting user's disaster prevention consciousness, also is favorable to improving user's participation disaster prevention and disaster reduction's consciousness, can be favorable to improving information acquisition scope when reducing the information acquisition cost of emergent event, and then improves regional early warning efficiency and the prevention and cure level to emergent event, this can solve the painful point of above-mentioned prior art well. The following will describe in detail.
Example 1
Referring to fig. 3, fig. 3 is a flow chart of a method for generating an emergency event handling scheme according to an embodiment of the present invention. The method for generating the emergency event treatment scheme described in fig. 3 may be applied to a scenario where a treatment scheme needs to be generated daily, which is not limited by the embodiment of the present invention. Optionally, the method may be implemented by a treatment plan generating system, where the treatment plan generating system may be integrated in the treatment plan generating device, may exist independently of the treatment plan generating device, may be a local server or a cloud server that is used to process the generation flow of the emergency treatment plan, and the embodiment of the present invention is not limited. As shown in fig. 3, the generating method of the emergency event handling scheme may include the following operations:
101. event information of an emergency event is obtained.
In the embodiment of the invention, optionally, the event information is acquired by at least one mobile device (such as a smart phone, a smart tablet, a portable computer and the like with functions of photographing, recording, positioning and the like), wherein the mode of acquiring the event information by the mobile device comprises an active acquisition mode and/or a passive acquisition mode, the active acquisition mode is used for indicating the mobile device to autonomously sense an emergency event and determine event information matched with the emergency event, and the passive acquisition mode is used for indicating the mobile device to receive the event information matched with the emergency event and uploaded by a user. For example, based on an active acquisition mode, the smart phone device can automatically wake up the mobile phone camera to monitor the surrounding environment and judge whether an emergency event occurs when a preset condition (such as falling, water touch and the like) is triggered, and automatically determine event information matched with the emergency event when the emergency event occurs; based on a passive acquisition mode, a user reports related event information of an emergency event and/or related emergency event about to occur around a production and living place of the user to a preset uploading platform through smart phone equipment, wherein the preset uploading platform can comprise government websites, government service APP and the like, and the preset uploading platform can utilize old similar platform resources or re-construction, so that disaster prevention consciousness of the user is facilitated to be improved, consciousness of the user participating in disaster prevention and disaster reduction is also facilitated to be improved, construction cost of the preset uploading platform can be reduced, and information acquisition cost of the emergency event is further reduced.
102. And determining allocation management parameters of the emergency event according to the event information.
In an embodiment of the present invention, optionally, the deployment management parameter is used to indicate a deployment condition of a target object of the emergency event, where the target object includes a treatment unit and/or early warning materials. Optionally, the handling unit is used for indicating units for handling emergency events, including but not limited to a basic unit, an analysis command unit, a warehouse unit, a rescue unit, a public organization, etc.; the pre-warning material is used for indicating materials to be prepared when an emergency event is encountered, for example, when it is determined that a flood disaster is about to occur, the pre-warning material may include life jackets, life boats, fresh water materials, food resources, and the like.
103. And generating a treatment scheme of the emergency event according to the allocation management parameters.
In an embodiment of the present invention, optionally, the treatment scheme is used to instruct at least one of a monitoring operation, an early warning operation, and a rescue operation to be performed on the emergency. Optionally, when the emergency level of the emergency event is low, the corresponding treatment scheme can instruct the relevant emergency location of the emergency event to be periodically monitored so as to ensure that hidden danger is eliminated; when the emergency level of the emergency event is higher, the corresponding disposal scheme can indicate the negative audience of the emergency event to perform early warning (for example, warning the masses to perform evacuation in time, autonomously store materials and the like) and/or perform rescue work in time, which is beneficial to improving the allocation accuracy of emergency resources and avoiding the waste of the emergency resources.
Therefore, by implementing the embodiment of the invention, the event information of the emergency event can be acquired by at least one mobile device, the corresponding allocation management parameters are determined according to the event information, and the treatment scheme of the emergency event is generated according to the allocation management parameters, so that the information acquisition range can be increased while the emergency event information acquisition cost is reduced, and the early warning efficiency and the prevention and control level of the area on the emergency event are improved.
In an alternative embodiment, the method further comprises:
obtaining a treatment result of the emergency event;
determining scheme updating parameters of the emergency event according to the treatment result;
and according to the scheme updating parameters, performing updating operation on a predetermined treatment scheme library.
In this optional embodiment, optionally, a treatment result of the emergency event is determined after the treatment plan corresponding to the emergency event is executed, where the treatment result includes at least one of an early warning time rate, an early warning return rate, a plan matching degree, and a treatment deviation rate of the emergency event, where the early warning time rate is used to indicate a time interval condition between the early warning operation and the emergency event, the early warning return rate is used to indicate an audience response degree of the early warning operation, and the plan matching degree is used to indicate a treatment efficiency of the treatment plan on the emergency event.
In this alternative embodiment, the updating operation optionally includes at least one of an addition scheme, a subtraction scheme, and a correction scheme. For example, when the early warning and the time rate are high, the scheme matching degree is high, the treatment deviation rate is low, and a treatment scheme matched with the treatment scheme exists in the treatment scheme library, the updating operation executed according to the scheme updating parameters of the emergency event comprises a correction scheme; when the early warning time rate is higher, the scheme matching degree is higher, the treatment deviation rate is lower, and no treatment scheme matched with the treatment scheme is in the treatment scheme library, the updating operation executed according to the scheme updating parameters of the emergency event comprises adding a scheme; when the early warning and time rate is low, the early warning and report rate is low, the scheme matching degree is low, the treatment deviation rate is high, and the treatment scheme matched with the treatment scheme exists in the treatment scheme library, the updating operation executed according to the scheme updating parameters of the emergency event comprises deleting old scheme and adding new scheme.
Therefore, the alternative embodiment can determine the corresponding scheme updating parameters according to the treatment result of the emergency event, can update the scheme information of the treatment scheme library in time, is beneficial to laying a data foundation for rolling the emergency event screening work, and is further beneficial to improving the early warning efficiency and the prevention level of the area on the emergency event.
Example two
Referring to fig. 4, fig. 4 is a flowchart illustrating a method for generating an emergency event handling scheme according to an embodiment of the present invention. The method for generating the emergency event treatment scheme described in fig. 4 may be applied to a scenario where a treatment scheme needs to be generated daily, which is not limited by the embodiment of the present invention. Optionally, the method may be implemented by a treatment plan generating system, where the treatment plan generating system may be integrated in the treatment plan generating device, may exist independently of the treatment plan generating device, may be a local server or a cloud server that is used to process the generation flow of the emergency treatment plan, and the embodiment of the present invention is not limited. As shown in fig. 4, the generating method of the emergency event handling scheme may include the following operations:
201. event information of an emergency event is obtained.
202. And determining the emergency grade of the emergency event according to the event information.
In an embodiment of the present invention, optionally, the event information includes at least one of event type (for example, a flood disaster, an earthquake disaster, a dangerous chemical accident, a coal mine accident, a traffic accident, etc.), event environment (for example, a place of occurrence, topography, time, season, etc.), and casualty information of an emergency event. Optionally, the emergency level is used to indicate a negative impact index of the emergency event, i.e., the higher the emergency level, the greater the negative impact index of its corresponding emergency event, the greater the area of impact and/or the audience population.
203. And determining the inspection parameters of the emergency event according to the event information and the emergency grade.
In an embodiment of the present invention, optionally, the inspection parameter is used to indicate an operation of performing inspection on the emergency event, and the inspection parameter includes at least one of an inspection unit, an inspection material, and an inspection scale. For example, if the emergency level of the emergency event is smaller than the preset level threshold, determining the community unit nearest to the emergency event according to the event information of the emergency event, and further determining the number of community workers and personnel, inspection equipment, equipment and the like going to the emergency event.

In the embodiment of the invention, optionally, when the information matching index is in a preset index interval, determining allocation management parameters of the emergency event according to the emergency level of the emergency event and event information; when the information matching index is not in the preset index interval, the emergency event is determined to be unnecessary to allocate and manage, so that the authenticity of the event information can be ensured, and the situation that false information wastes emergency resources is avoided.
206. And generating a treatment scheme of the emergency event according to the allocation management parameters.

In an alternative embodiment, determining the emergency level of the emergency event according to the event information includes:
inquiring whether a target treatment scheme matched with the event information exists in a predetermined treatment scheme library according to the event information;

executing preset proportional conversion operation on all event contents and corresponding risk scores thereof to obtain total risk scores of emergency events;

Further optionally, the risk score corresponding to each of the event type, the event environment and the casualty information of the emergency event is converted according to a preset proportion to obtain a total risk score of the emergency event, for example, the total risk score is assumed to be divided into 30 minutes, wherein the preset proportion of each event content is the event type: event environment: the risk score of the event type of an emergency event is 3 points, the risk score of the event environment is 1 point, the risk score of the event information is 2 points, and the total risk score of the emergency event is 3×2+1×1+2×3=13 points based on the assumption that the risk score of the event type of the emergency event is 3 points.
It can be seen that the optional implementation manner can determine the risk score of each event content included in the event information, so as to determine the total risk score of the emergency event, further determine the emergency level of the emergency event, and be beneficial to improving the determination accuracy of the emergency level of the emergency event, and further provide an accurate data basis for subsequent steps.
It can be seen that this optional embodiment can confirm the emergent grade of emergent event according to the query result of inquiring in the disposition scheme storehouse, is favorable to improving emergent grade's determination efficiency and confirm the accuracy to be favorable to improving disposition scheme's accuracy, and then be favorable to improving regional early warning efficiency and the prevention and cure level to emergent event.
In another optional embodiment, determining the deployment management parameter of the emergency event according to the information matching index, the emergency level and the event information includes:
judging whether the information matching index is in a preset index interval or not;
when the information matching index is judged to be in a preset index interval, judging whether the emergency grade is smaller than a preset grade threshold value or not;
when the emergency level is judged to be smaller than the preset level threshold value, determining path allocation parameters of the emergency event according to the event information;

In this optional embodiment, optionally, a path allocation parameter is used to indicate a path allocation situation between the emergency event and the at least one target object; the guarantee management parameter is used for indicating the operation of monitoring and/or guarantee management on the emergency in a preset period. Therefore, when judging that the emergency level is smaller than the preset level threshold, the optional embodiment can determine the path allocation parameter and the guarantee management parameter of the emergency event, further determine the allocation management parameter of the emergency event, improve the treatment efficiency of the emergency event with smaller emergency level, and further facilitate saving of emergency resources.
In yet another alternative embodiment, the method further comprises:
when the emergency level is judged to be greater than or equal to a preset level threshold, determining early warning parameters of the emergency event according to the event information and the emergency level;
determining at least one first early warning object of the emergency event according to the early warning parameters;
acquiring the current position of each first early warning object, and establishing an evacuation route model of the emergency event according to the current position of each first early warning object and the early warning parameters;
and determining allocation management parameters of the emergency event according to the evacuation route model.
In this optional embodiment, optionally, the early warning parameters include early warning content of the emergency event and an early warning range, where the early warning content is used to indicate related information of the emergency event that can be received by the early warning object, and the early warning range is used to indicate an emergency influence area of the emergency event. Therefore, according to the alternative embodiment, when the emergency level is judged to be greater than or equal to the preset level threshold, the evacuation route model of the emergency event can be determined, and then the allocation management parameters of the emergency event are determined, each first early warning object can be accurately positioned, corresponding allocation management parameters can be formulated, the accuracy of a treatment scheme is improved, and further the life and property safety of each first early warning object is guaranteed.
In yet another alternative embodiment, the method further comprises:
acquiring a current moving path of each first early warning object;
judging whether a second early warning object exists in the emergency event according to the current moving paths and the evacuation route models of all the first early warning objects;
when judging that at least one second early warning object exists in the emergency event, determining early warning update parameters of the emergency event according to the current moving path and the early warning parameters corresponding to each second early warning object;
and updating the treatment scheme of the emergency event according to the early warning updating parameters to obtain an updated treatment scheme, wherein the updated treatment scheme is used for indicating the operation of executing early warning on the emergency event.

acquiring the current position of each first early warning object, and establishing an evacuation route model of the emergency event according to the current position of each first early warning object and the early warning parameters, wherein the evacuation route model is used for indicating route information between the current position of each first early warning object and at least one target object;
and determining allocation management parameters of the emergency event according to the evacuation route model.
Therefore, the generating device implementing the emergency event handling scheme described in fig. 5 can determine the evacuation route model of the emergency event when judging that the emergency level is greater than or equal to the preset level threshold, further determine the allocation management parameters of the emergency event, accurately locate each first early-warning object and formulate corresponding allocation management parameters, thereby being beneficial to improving the accuracy of the handling scheme and further being beneficial to guaranteeing the life and property safety of each first early-warning object.
In yet another alternative embodiment, the acquiring module 301 is further configured to:
acquiring a current moving path of each first early warning object;
and, as shown in fig. 6, the apparatus further includes:
the judging module 304 is configured to judge whether a second early-warning object exists in the emergency event according to the current moving paths and the evacuation route models of all the first early-warning objects, where the second early-warning object is used for indicating the first early-warning objects that do not meet the early-warning release condition in a preset period;
the determining module 302 is further configured to determine, when the determining module 304 determines that at least one second pre-warning object exists in the emergency event, pre-warning update parameters of the emergency event according to a current movement path and pre-warning parameters corresponding to each second pre-warning object;
the updating module 305 is configured to update a disposition scheme of the emergency event according to the early warning updating parameter, to obtain an updated disposition scheme, where the updated disposition scheme is used to instruct an operation of executing early warning on the emergency event.
Therefore, when the generating device implementing the emergency event treatment scheme described in fig. 6 determines that at least one second early warning object exists in the emergency event, the early warning update parameters of the emergency event can be determined according to the current moving path and the early warning parameters corresponding to each second early warning object, the treatment scheme can be updated as required, the feasibility and the practicability of the treatment scheme can be improved, and further the early warning efficiency and the prevention and treatment level of the emergency event in the area can be further improved.
In yet another alternative embodiment, the acquiring module 301 is further configured to:
obtaining a treatment result of the emergency event, wherein the treatment result comprises at least one of early warning time rate, early warning return rate, scheme matching degree and treatment deviation rate of the emergency event;
the determining module 302 is further configured to determine a scenario update parameter of the emergency event according to the treatment result;
the updating module 305 is further configured to perform an updating operation on a predetermined treatment plan library according to the plan updating parameter, where the updating operation includes at least one of an addition plan, a deletion plan, and a correction plan.
Therefore, the generating device for implementing the emergency event treatment scheme described in fig. 6 can determine the corresponding scheme update parameters according to the treatment result of the emergency event, and can update the scheme information of the treatment scheme library in time, thereby being beneficial to laying a data foundation for rolling and developing the general investigation work of the emergency event and further being beneficial to improving the early warning efficiency and the prevention and treatment level of the area on the emergency event.

Referring to fig. 7, fig. 7 is a schematic structural diagram of a generating device of another emergency event handling scheme according to an embodiment of the present invention. As shown in fig. 7, the generating means of the emergency event handling scheme may include:
A memory 401 storing executable program codes;
a processor 402 coupled with the memory 401;
the processor 402 invokes executable program code stored in the memory 401 to perform the steps in the method of generating an emergency event handling scheme described in the first or second embodiment of the present invention.

The embodiment of the invention discloses a computer storage medium which stores computer instructions for executing the steps in the generation method of the emergency event handling scheme described in the first or second embodiment of the invention when the computer instructions are called.

An embodiment of the present invention discloses a computer program product comprising a non-transitory computer readable storage medium storing a computer program, and the computer program is operable to cause a computer to perform the steps in the method of generating an emergency event handling scheme described in embodiment one or embodiment two.

Claims (8)

1. A method of generating an emergency event disposition scheme, the method comprising:
the method comprises the steps that event information of an emergency event is obtained, wherein the emergency event comprises an emergency event and an emergency event to be occurred, the event information is acquired by at least one mobile device, the mode of acquiring the event information by the mobile device comprises an active acquisition mode and/or a passive acquisition mode, the active acquisition mode is used for indicating the mobile device to autonomously sense the emergency event and determine event information matched with the emergency event, and the passive acquisition mode is used for indicating the mobile device to receive event information matched with the emergency event and uploaded by a user;
Determining allocation management parameters of the emergency event according to the event information, wherein the allocation management parameters are used for indicating allocation conditions of a target object of the emergency event, the target object comprises a treatment unit and/or early warning materials, the allocation management parameters are determined by path allocation parameters and guarantee management parameters, the path allocation parameters are determined by emergency grades of the emergency event, information matching indexes and the event information, the guarantee management parameters are determined by the event information and the path allocation parameters, the information matching indexes are determined by inspection parameters of the emergency event and the event information, so the inspection parameters are determined by the emergency grades of the emergency event and the event information, and the emergency grades are determined by the event information; the information matching index is used for indicating the information reality degree of the event information; the inspection parameter is used for indicating an operation of performing inspection on the emergency event, and the inspection parameter comprises at least one of an inspection unit, inspection materials and inspection scale;
Generating a treatment scheme of the emergency event according to the allocation management parameters, wherein the treatment scheme is used for indicating to execute rescue operation on the emergency event and also used for indicating to execute monitoring operation and/or early warning operation on the emergency event;
the determining the allocation management parameter of the emergency event according to the event information comprises the following steps:
when the information matching index is judged to be in a preset index interval and the emergency grade is greater than or equal to a preset grade threshold, determining early warning parameters of the emergency event according to the event information and the emergency grade, wherein the early warning parameters comprise early warning content and early warning range of the emergency event, and the early warning range is used for indicating an emergency influence area of the emergency event;
determining at least one first early warning object of the emergency event according to the early warning parameters;
acquiring the current position of each first early-warning object, and establishing an evacuation route model of the emergency event according to the current position of each first early-warning object and the early-warning parameters, wherein the evacuation route model is used for indicating route information between the current position of each first early-warning object and at least one target object;
Determining allocation management parameters of the emergency event according to the evacuation route model;
and, the method further comprises:
acquiring a current moving path of each first early warning object;
judging whether a second early warning object exists in the emergency event according to the current moving paths of all the first early warning objects and the evacuation route model, wherein the second early warning object is used for indicating the first early warning object which does not meet the early warning release condition in a preset period;
when judging that at least one second early warning object exists in the emergency event, determining early warning update parameters of the emergency event according to the current moving path corresponding to each second early warning object and the early warning parameters;
and updating the treatment scheme of the emergency event according to the early warning updating parameters to obtain an updated treatment scheme, wherein the updated treatment scheme is used for indicating the operation of executing early warning on the emergency event.
2. The method of claim 1, wherein the event information includes at least one of event type, event environment, and casualty information of the emergency event;
And determining allocation management parameters of the emergency event according to the event information, wherein the allocation management parameters comprise:
determining an emergency level of the emergency event according to the event information, wherein the emergency level is used for indicating a negative impact index of the emergency event;
determining the inspection parameters of the emergency event according to the event information and the emergency level;
determining an information matching index of the emergency event according to the inspection parameters and the event information, wherein the information matching index is used for indicating the information reality degree of the event information;
and determining allocation management parameters of the emergency event according to the information matching index, the emergency level and the event information.
3. The method of generating an emergency event disposition scenario of claim 2, wherein the determining an emergency level of the emergency event from the event information comprises:
inquiring whether a target treatment scheme matched with the event information exists in a predetermined treatment scheme library according to the event information;
when the target treatment scheme exists in the treatment scheme library, determining an emergency level of the emergency event according to the target treatment scheme and the event information;
When the fact that the target treatment scheme does not exist in the treatment scheme library is queried, determining an emergency level of the emergency event according to the event information and a preset risk assessment model, wherein the preset risk assessment model is used for indicating an operation of performing risk assessment on the emergency event.
4. The method of generating an emergency event disposition scenario of claim 2, wherein the determining deployment management parameters for the emergency event based on the information matching index, the emergency level, and the event information comprises:
judging whether the information matching index is in a preset index interval or not;
when the information matching index is judged to be in the preset index interval, judging whether the emergency grade is smaller than a preset grade threshold value or not;
when the emergency level is judged to be smaller than the preset level threshold, determining a path allocation parameter of the emergency event according to the event information, wherein the path allocation parameter is used for indicating the path allocation condition between the emergency event and at least one target object;
determining a guarantee management parameter of the emergency event according to the event information and the path allocation parameter, wherein the guarantee management parameter is used for indicating the operation of monitoring and/or guaranteeing management on the emergency event in a preset period;
And determining the allocation management parameters of the emergency event according to the path allocation parameters and the guarantee management parameters.
5. The method of generating an emergency event disposition scenario of any of claims 1-4, further comprising:
obtaining a treatment result of the emergency event, wherein the treatment result comprises at least one of early warning time rate, early warning return rate, scheme matching degree and treatment deviation rate of the emergency event;
determining scheme update parameters of the emergency event according to the treatment result;
and according to the scheme updating parameters, performing updating operation on a predetermined treatment scheme library, wherein the updating operation comprises at least one of an addition scheme, a deletion scheme and a correction scheme.
6. An apparatus for generating an emergency event disposition scheme, the apparatus comprising:
