The working principle of the invention is as follows: when drainage is required, the water baffle 117 is flatly placed on the top of the counterweight groove 111, so that water flow can be discharged through the gap between the shock-absorbing blocks 118, and meanwhile, the water flow penetrating into the counterweight groove 111 flows into the downpipe 52 through the anti-liquid-accumulation pipe and is discharged through the downpipe 52; the stability of the whole structure can be improved by placing the balancing weight 112 in the balancing weight groove 111; when the stone falling protection and water flow impact are needed, the driving motor 114 inside the waterproof box 113 works, the rotating shaft at the two ends of the bottom of the water baffle 117 is driven to rotate inside the rotating bearing 116 through the rotating wheel 115, so that the angle of the water baffle 117 can be adjusted until the water baffle 117 is perpendicular to the counterweight groove 111, and the shock absorption blocks 118 installed at the two ends of the water baffle 117 can protect the falling stones and water flow.
