The cable laying retracting device according to claim 1, wherein a screw rod (4) is fixedly connected to the periphery of the upper end of the mounting plate (3), the lower end of the screw rod (4) penetrates through the mounting plate (3) and is fixedly connected with the base (1), and the pneumatic hoist (6) penetrates through the mounting plate (3) through the screw rod (4) and is fixedly connected with the base (1).
4. The cable laying and releasing device according to claim 1, wherein a fixed shaft (51) is fixedly connected between the front end and the rear end of the mounting frame (5), and the fixed shaft (51) penetrates through the axis of the roller (7) and is movably connected with the roller.
5. The cable laying and releasing device as claimed in claim 1, wherein the brackets (9) are both in a fan shape, and L-shaped fixing arms (91) are welded at corresponding positions of the upper ends of the two brackets (9);
the upper end of bracket (9) all is connected with cantilever bracket (10), two equal fixedly connected with fixed plate (101) in both ends about the corresponding one side of cantilever bracket (10), two the interval between fixed plate (101) is greater than the height of fixed arm (91), cantilever bracket (10) are connected with bracket (9) through restriction round pin axle (11).
6. The cable laying and releasing device according to claim 5, wherein the cantilever frame (10) is a hollow structure, and an expansion bracket (102) is movably connected to an inner cavity of the cantilever frame (10).

The cable laying and releasing device according to claim 6, wherein a plurality of roller assemblies (12) are connected to the upper ends of the cantilever frame (10) and the telescopic frame (102), each roller assembly (12) comprises a mounting support (121), and rollers (122) are movably connected to the inner sides of the mounting supports (121);
the mounting support (121) can be lengthened, and a driven wheel (123) is movably connected to the inner side of the top end of the mounting support (121).
8. The cable laying retracting device according to claim 2, wherein a plurality of chains are fixedly connected to the upper end of the flat car (16), and pass through the through holes formed in the fixing frame (2) to be fixedly connected with the fixing frame.
9. A cable laying and releasing apparatus as claimed in claim 1, wherein a cable head of the cable (17) passes through the plurality of roller assemblies (12) in sequence while passing over the drum (7), the cable head extending to the ground;
one end of the cable (17) sequentially passes through the plurality of roller assemblies (12) and is hung on the inner side of the cable hook (20).

A method of using a cable laying retraction device according to claims 1 to 9, characterised by the steps of: the shuttle car (19) drives the cable car (18) and the flat car (16) to walk forwards through a connecting facility for driving, the cable (17) is pulled out from the inner cavity of the cable car (18), sequentially passes through the plurality of roller assemblies (12) and then the roller (7) and extends to the ground, and the height of the cantilever frame (10) is adjusted through the adjusting device; the front end of the cantilever frame (10) is forced by using a 3t hoist, then the limiting adjusting pin shaft is removed, the pneumatic hoist (6) is lifted to adjust the height of the pneumatic hoist, the limiting adjusting pin shaft is aligned, if the cable (17) is about to be laid and is to be spliced, the pneumatic hoist is timely clicked and stopped, two cable heads are firmly bound by using iron wires or palm ropes, and after personnel withdraw to a safe position, the operation condition of the cable heads is observed, so that the cable heads can smoothly pass through a cable laying device to finish laying; during recovery, the cable end to be recovered is wrapped completely, then the cable end is wound on the roller (7) for a plurality of turns, the pneumatic hoist (6) is started to enable the roller (7) to rotate along the winding direction of the cable (17), and meanwhile, a plurality of conveyed cables (17) are coiled in the inner cavity of the special cable car (18) in a matching mode to complete recovery.
