The apparatus as claimed in claim 1, wherein the receiving device comprises: a turntable (3) mounted on the frame (1); a bearing plate (31) which is arranged on the turntable (3) in a surrounding way and is used for bearing the plastic segments; first guide rods (32) vertically installed at opposite sides of the carrier plate (31); a second guide bar (33) vertically installed at the other opposite sides of the bearing plate (31); and a first power assembly which is arranged on the frame (1) and is used for driving the rotary disc (3) to rotate.
