The group side system 1 formally releases the bidding document on a business platform (containing an electronic seal) (namely an electronic business module 1.2) and informs a related supplier, the supplier obtains the bidding document on the electronic business platform (containing an electronic seal) (namely the electronic business module 1.2) and carries out electronic bidding, a bidding purchasing center of the group side system 1 carries out evaluation on the bidding document, and after the successful bidder is determined, the electronic business platform automatically generates a bidding notice book for public instruction and sends the bidding notice book to the successful bidder.
