Two ends of the stirring shaft 2-8 are fixed on the lower part of the turning device walking frame 2-1 by using bearing seats, and the turning transmission device speed reducer is fixed on the upper part of the turning device walking frame 2-1 and drives the stirring shaft 2-8 to rotate by using a chain wheel and a chain for transmission. The stirring blades 2-8-1 which are fixed on the stirring shaft 2-8 in a multi-angle manner move back and forth in the bin body 1-0 along with the walking mechanism in a horizontal linear movement while rotating, so that the stirring and turning of the materials in the bin body 1-0 are completed. Two ends of the turning travelling driving chain wheel 2-3 are fixed on a turning device travelling frame 2-1 by using bearing seats, the two ends are connected into a whole by using a transmission shaft and a coupling, and the outer side of each bearing seat is provided with a turning driving roller 2-5. The material turning driven rollers 2-6 are arranged at two ends of the other side of the walking frame by using bearing seats. Running gear transmission: the material turning walking driving and driven chain wheels are fixed on the walking mechanism frame and are driven by the chain wheels and the chains to drive the material turning driving rollers 2-5 at two ends of the walking mechanism driving device to rotate. The material shifting device comprises a material shifting roller 3-8, a material shifting transmission device, a material shifting transition chain wheel 3-7-2, a material shifting traveling mechanism power, a transmission device, a material shifting swing rod 3-2, an electric push rod 3-3, a material shifting device traveling frame 3-1 and the like. Two ends of the material poking roller 3-8 are connected with a bolt at the end of the material poking swing rod 3-2 by using a bearing device, and the material poking swing rod 3-2 is connected with the electric push rod 3-3 through a hinged support and is suspended below the walking frame 3-1 of the material poking device. The material shifting swing rod 3-2, the electric push rod 3-3 and the material device walking frame are installed in a triangular shape by using a hinged support, and the material shifting height of the material shifting roller 3-8 is adjusted by the stretching of the electric push rod 3-3. Two ends of the driving device of the material shifting travelling mechanism are fixed on a travelling frame 3-1 of the material shifting device by using bearing seats, the two ends are connected into a whole by using a transmission shaft and a coupling, and the outer side of each bearing seat is provided with a material shifting driving roller 3-5. The rollers of the driven device of the material shifting travelling mechanism are arranged at two ends of the other side of the travelling frame by using bearing seats. The material shifting travelling mechanism transmission device is fixed on the material shifting device travelling frame 3-1 and drives the material shifting driving rollers 3-5 at two ends of the material shifting travelling mechanism driving device to rotate by using chain wheels and chain transmission. The material shifting driving and driven rollers are placed on a guide rail 1-5 at the middle upper part of the bin body 1-0 and are used for supporting the material shifting device, and meanwhile, under the driving of a material shifting walking speed reducing motor 3-4 and a material shifting walking driving and driven chain wheel, the material shifting walking driving and driven rollers do reciprocating linear movement on the guide rail 1-5 back and forth according to a set working period so as to comb and level organic garbage materials in the bin body 1-0 or shift residual materials to a discharge port 1-4 for discharging.
