receiving a 5G message payment-for-delivery request in a 5G message of a payment-for-delivery client; receiving a payment confirmation instruction input by a payment-withholding user according to a checking result of the face image information and the bill information to be paid; when a payment confirmation instruction is received, detecting whether a payment account of a payment user exists at a payment client side, if so, acquiring biological characteristic information of the payment user, and sending the biological characteristic information of the payment user, the mobile phone number and the name of an SIM card, the bank card number of the payment account of the payment user and bill information to be paid to a bank side of a bank to which the bank card belongs;
and the bank terminal of the bank to which the bank card belongs compares the sent biological characteristic information of the payment-substituting user with the locally stored biological characteristic information of the payment-substituting user, if the comparison is consistent, whether the operation is carried out by the payment-substituting user according to the mobile phone number and the name of the SIM card and the bank card number of the payment account of the payment-substituting user is confirmed, if the operation is carried out, the bill amount in the payment account of the payment-substituting user is transferred to a bill collection account to complete the payment-substituting, and a payment result and a payment-substituting result are obtained.
2. The method of claim 1, further comprising:
the bank end of the bank to which the bank card belongs returns the payment substitute result to the 5G message server;
the 5G message server returns the payment-for-use result to the payment-for-use client and the payment-for-use initiating client; sending the payment result to a bill recipient;
the payment-generation initiating client provides the payment-generation result to a payment-generation initiating user; and the generation payment initiating client provides the generation payment result to a generation payment user.
3. The method of claim 1, further comprising:
if the fact that the payment account of the payment-for-agent user does not exist in the payment-for-agent client side is detected, receiving a binding account request input by the payment-for-agent user in a 5G message of the payment-for-agent client side; sending the account binding request through a 5G network; the binding account request includes: the bank card number of the payment account of the paying user, the bank to which the bank card belongs, the name, the mobile phone number and the biological characteristic information of the paying user;
and the bank terminal of the bank to which the bank card belongs compares the sent biological characteristic information with the locally stored biological characteristic information of the payment-substituting user, if the comparison result is consistent, whether the bank card belongs to the same person is judged according to the sent bank card number, the name and the mobile phone number, and if the bank card belongs to the same person, the account binding is completed.
4. The method of claim 1, further comprising: and adding the payment result and the payment withholding result into the block chain.
5. A method for processing a payment by agency based on 5G message and biological identification is characterized by comprising the following steps:
receiving a 5G message payment withholding request input by a user in a 5G message; the 5G message payment request comprises the following steps: the method comprises the following steps of (1) carrying out payment on a face image information reserved by a user, a mobile phone number of a payer and bill information to be paid;
and sending the 5G message payment-substituting request through a 5G network.

if the fact that the payment account of the payment-for-agent user does not exist in the payment-for-agent client side is detected, receiving a binding account request input by the payment-for-agent user in a 5G message of the payment-for-agent client side;
sending the account binding request through a 5G network; the binding account request includes: the bank card number of the payment account of the paying user, the bank to which the bank card belongs, the name, the mobile phone number and the biological characteristic information of the paying user.
8. A method for processing a payment by agency based on 5G message and biological identification is characterized by comprising the following steps:
receiving biological characteristic information of a payment agent, a mobile phone number and a name of an SIM card, a bank card number of a payment account of the payment agent and bill information to be paid;
comparing the sent biological characteristic information of the payment-taking-place user with the locally stored biological characteristic information of the payment-taking-place user;
if the comparison is consistent, determining whether the operation is carried out by the user of the payment agent according to the mobile phone number and the name of the SIM card and the bank card number of the payment account of the user of the payment agent;
if so, transferring the bill amount in the payment account of the transfer user to the bill collection account to complete the transfer, and obtaining a payment result and a transfer result.
9. The method of claim 8, further comprising:
receiving a binding account request; the binding account request includes: the bank card number of the payment account of the paying user, the bank to which the bank card belongs, the name, the mobile phone number and the biological characteristic information of the paying user;
comparing the biological characteristic information in the account binding request with the biological characteristic information of the payment-for-agent user stored locally;

and the bank terminal is used for comparing the sent biological characteristic information of the payment-substituting user with the locally stored biological characteristic information of the payment-substituting user, if the comparison is consistent, determining whether the operation is carried out by the payment-substituting user according to the mobile phone number and the name of the SIM card and the bank card number of the payment account of the payment-substituting user, and if the comparison is consistent, transferring the bill amount in the payment account of the payment-substituting user to a bill collection account to finish the payment substitution so as to obtain a payment result and a payment-substituting result.
