The intelligent city ETC road pursuit management system is characterized by comprising road ETC pursuit equipment and an ETC road pursuit management platform, and further comprising an infrastructure layer, a data aggregation storage layer, a comprehensive application layer and a presentation layer from bottom to top; the road ETC after-call equipment comprises an infrastructure layer, wherein the road ETC after-call equipment comprises an ETC day line side equipment RSU and an ETC gateway after-call controller; the ETC antenna road side equipment RSU is electrically connected with the ETC gateway additional payment controller, the ETC antenna road side equipment RSU and the ETC gateway additional payment controller identify license plate information of vehicles passing by and acquire ETC account information, the ETC road additional payment management platform inquires license plate numbers and arrearage information, and the arrearage information is acquired from the parking operation management platform through an ETC channel; the ETC road pursuit management platform comprises the data aggregation storage layer, the comprehensive application layer and the presentation layer; the road ETC after-payment equipment and the ETC road after-payment management platform are connected through a network; the infrastructure layer is responsible for collecting license plate numbers and initiating ETC fee deduction transaction, and provides an original information source for the whole system; the data aggregation storage layer comprises a storage module and a database module, wherein an access server receives data which is sensed and uploaded by front-end equipment and stores the data, and then the database is operated through a local environment; the comprehensive application layer provides various basic applications for the urban ETC road management platform, and the comprehensive application layer comprises a device management module, an order management module, an operation and maintenance management module, a position management module, a merchant management module and a pursuit management module; the presentation layer provides an explicit order report, a unified platform interface and a detectable equipment state for the urban ETC road management platform;
when the vehicle is under charge, the ETC road pursuit management platform receives license plate number arrearage order information, sends the license plate number arrearage order information to the ETC antenna roadside equipment RSU and the ETC gateway pursuit controller to carry out ETC pre-ordering, the ETC road pursuit management platform carries out ETC pre-ordering information verification, initiates pre-ordering through the ETC channel, when the operation is successful, the ETC road pursuit management platform starts to send pre-ordering information to the ETC antenna roadside equipment RSU and the ETC gateway pursuit controller to carry out card writing and initiate fee deduction transaction, when the operation is successful, the ETC road pursuit management platform carries out serial number verification, carries out ETC fee deduction transaction through the ETC channel, returns transaction success information at the ETC antenna roadside equipment RSU and the ETC gateway pursuit controller, and finally sends the ETC arrearage notice to the parking operation management platform; when no under-charge exists, ending the flow at the parking operation management platform; when the pre-ordering operation is initiated to fail, ending the flow at the parking operation management platform; when the deduction transaction operation is failed when the card writing is initiated, ending the flow at the parking operation management platform; the system further includes a controller management and remote maintenance module.

The smart city ETC road toll management system of claim 1, wherein a number of road lanes is configured to correspond to a number of said ETC antenna roadside devices RSUs according to a rule that one road lane corresponds to one said ETC antenna roadside device RSU, and one said ETC gateway toll controller synchronizes at most 4 said ETC antenna roadside devices RSUs.
3. The smart city ETC road toll management system of claim 1, wherein the ETC road toll management platform is further in network connection with a city parking operation platform and a static traffic management platform.

The system according to claim 3, wherein the ETC road additional payment management platform integrates license plate information, ETC payment information and equipment status information by comprehensively applying various network technologies, and performs additional payment and statistical analysis of arrears orders for the urban parking operation platform; a number of such network technologies include wireless communication technologies, web technologies, GIS technologies.
5. The smart city ETC road toll management system of claim 3, wherein the integrated application layer further comprises an HTTP protocol data interface for interfacing with a static traffic management platform through which support is provided for transferring data to a third party platform for assisted city management, the third party platform comprising police, traffic police, residential building, urban management, and smart city platforms.
6. The intelligent city ETC road additional payment management device is characterized by comprising front-end hardware equipment and a software platform server, and the front-end hardware equipment and the software platform server are connected through various network technologies, so that the intelligent city ETC road additional payment management system described in any one of 1-5 can work efficiently and normally.
