The invention has the beneficial effects that:
1. by arranging the collecting net bag, the baffle and the arc plate, when river water flows, the water flow impacts the inner arc surface of the arc plate and pushes the arc plate upwards, so that the arc plate and the baffle are pushed to move upwards, the baffle moves to the top of the fixing seat, garbage can flow into the collecting net bag along with the water flow, when the water surface of the river is calm, the baffle moves downwards due to the gravity of the arc plate, the baffle shields the opening of the collecting net bag at the moment, and the phenomenon that the garbage in the collecting net bag floats out to cause the pollution to the water surface of the river again is avoided;
2. the gap between two adjacent arc plates forms a cavity with an oxhorn-shaped cross section, water flows to the cavity between the two adjacent arc plates, the area of the arc plates which are upwards pushed by the water flow is increased due to the oxhorn-shaped cross section cavity, the acting force of water is increased, the baffle plate can not block the opening of the collecting mesh bag when the water flows, and the smooth garbage collection is ensured;
