The invention can effectively separate dry materials and wet materials in the garbage by breaking bags, manually sorting and extruding, and can further remove settled sand and scum in the wet materials by the hydraulic pulp washer, the sand-water separator and the cyclone desander so as to obtain organic matter slurry which is uniformly mixed and has few impurities, thereby facilitating the subsequent anaerobic fermentation process and simultaneously reducing the problems of abrasion of an oxidation reactor and the like.
