The invention discloses an ecological bank protection system combined with landscape greening and an arrangement method thereof, wherein the ecological bank protection system comprises an anti-scour foundation and a plurality of concrete grooves, the anti-scour foundation is arranged below the normal water level on a riverbed of a riverway, the concrete grooves are arranged in a ladder shape along a slope edge above the anti-scour foundation, the top of the concrete groove arranged at the top of the slope edge is flush with the top of an embankment, a gap between the concrete groove and the slope edge is filled with backfill stone, and plants are planted in the concrete groove. The invention solves the problems that the ecological revetment in the prior art requires that the flow rate of a river channel cannot exceed 2m/s and the slope of the revetment is reduced to 1: 2.
