The information filling function module 24 is used for filling information of a claimant, and mainly fills information of a professional study, a professional work, a graduation institution, graduation time, a unit name, a unit industry, an incumbent duty, a unit detailed address, a title, a professional qualification, a strong industry, a work starting date, a work state, a health condition, a work experience description, a professional field research and achievement, a qualification type, a qualification name, an issuing unit, an acquisition date, an effective expiration date, a qualification attachment and the like of the claimant.
The attachment management function module 25 is used for managing and viewing the pictures, qualification certificates and document attachments submitted by the claimant on line.
The report form preview and print function module 26 is used for automatically generating documents (forming a high and medium-level declaration form, an expert review form, and the like) by combining templates according to the declaration information of the declaration persons, and can perform online preview and print.
The declaration management function module 27 is used for submitting declaration materials, and after a declaration person fills in the declaration materials, the declaration management function module can submit the declaration materials to related departments.
The progress query function module 28 is configured to present review conditions of the declared materials, such as review progress, rejection opinions, and other information, in the form of a chart and a flow, and provide real-time queries for the qualified declarators.
The title auditing unit 3 is used for randomly generating a review conference from a review party in an expert database of related specialties to review the titles of high-level and middle-level reporters and giving review opinions and scores; the job review unit 3 includes a qualification review function module 31, a material disclosure function module 32, a job assignment review function module 33, and a result disclosure function module 34.
The qualification auditing function module 31 is used for conducting unit auditing on the declaration information of the declaration by organization personnel of the declaration units, for example, auditing whether the basic reviewing conditions of the declaration units reach the standard, whether reviewing materials are complete, whether accessories are available, and the like.
The material disclosure function module 32 is used for reporting material disclosure by auditors and providing opinion collection.
The job assignment review function 33 is used to perform the job review process in a double random fashion. As shown in fig. 5, the job review execution flow in the double random form is as follows: the method comprises the following steps that a to-be-evaluated person randomly extracts a plurality of numbers according to rules, and an evaluation expert also randomly extracts the numbers meeting the professional requirements of the field from an expert database, and forms a special evaluation committee facing the to-be-evaluated person together with other constraint conditions; and then, the evaluation expert evaluates the evaluation materials distributed to the evaluation expert based on the relative standard and specification of the job title evaluation, gives corresponding quantitative scores and evaluation opinions, and feeds the evaluation results back to the administrative unit.
The result exposure function 34 is operable to display a list of passing persons in graphical form, including, for example, names, declared qualifications, work units, and the like.
The expert database management unit 4 is used for classifying experts according to professional fields and realizing dynamic management of warehousing, ex-warehouse and changing of the experts. The quality of the evaluation result of the job title mainly depends on the evaluation experts, and the construction of an expert database and the identification of the experts are two important links for scientifically and reasonably screening the experts; on the premise that various conditions such as a review target, a review standard and the like are set, establishing an expert database with strong operability, complete subject and reasonable structure to directly relate to the review result and a decision made for the review result; the expert selection is from a scientific, reasonable and complete expert database, and the database is used as a support system for scientific and technological consultation and decision-making and has the characteristics of system openness, science, dynamics, strong applicability and the like, so that the construction of the expert database adheres to the principles of scientificity, completeness and practicability.
The expert database management unit 4 includes an online declaration function 41, a qualification review function 42, an evaluation feedback function 43, an expert management function 44, and an evaluation tracking function 45.
The online declaration functional module 41 is used for inputting personal information of experts, submitting the personal information and verification materials to wait for verification of the system, and becomes a right and obligation of a member in the expert database who owns a professional review expert after the verification.
The qualification auditing function module 42 is used for performing electronic auditing according to the online declaration result of the experts, and the experts passing the auditing send corresponding electronic certificates to the expert database.
The evaluation feedback function module 43 is used for regular or irregular tracking and evaluation feedback of the evaluation condition of the expert. Due to the reasons of insufficient constraint, unclear rules and specifications, weak violation punishment and the like, the evaluation expert needs to perform regular or irregular tracking and evaluation feedback on the evaluation condition of the expert. Correspondingly, the system can intelligently analyze and count the evaluation working condition of the expert according to an index system by checking the record of the evaluation process, evaluating complaints, standardizing the execution condition and the like. Although most experts stipulate a period of time for the experts to perform qualification review in the establishment system, it is necessary for the review experts to evaluate and timely "clear out" unqualified review experts so as to ensure high-quality review.
The expert management functional module 44 is used for quantitatively evaluating the review experts aiming at the aspects of systematization, normalization, constraint and the like of the system review of the experts, obtaining corresponding quantitative scores, and establishing a scientific and reasonable expert evaluation system to constrain the review experts and ensure the fairness of the job review results.
The review condition tracking function module 45 is used for performing quantitative index assessment and review condition tracking on the review work of the experts, and realizing pre-constraint, in-process monitoring and post-evaluation on the review experts so as to ensure whether the job review is reasonable, fair and fair.
The personal information management unit 5 is used for modifying and maintaining personal information by users, and updating and adjusting the verified result data; the personal information management unit 5 includes a personal information modification function module 51 and a resource management function module 52.

The user information function module 61 is used for auditing registration information of an applicant user and importing user information from other systems in batch. For example, user information in the '4A system' is integrated, and information of an applicant imported from the 4A system is not required to be checked; the 4A system is a solution of a unified security management platform, and refers to Authentication, Account number, Authorization, and Audit, wherein the Chinese name is the solution of the unified security management platform, that is, identity Authentication, Authorization, Audit and Account number (i.e., non-repudiation and data integrity) are defined as four major components of network security, so that the status and the role of the identity Authentication in the whole network security system are established.
The institution information function module 62 is used for auditing registration information of unit users and institution information imported in batches from other systems. The organization information in the 4A system is integrated, and the organization information imported from the 4A system is not checked.
The role management function module 63 is used for managing and maintaining information of each role in the system, and simultaneously supporting the role allocation for each user, wherein different roles correspond to different types of users in the system, and the same type of users can use the same resources in the system; the role information includes role names and role descriptions.
The authority management function module 64 is composed of function authority management and data authority management, and is configured to assign function authority and data authority to each role in a manner of an authority control list or an authority function list according to a security rule or a security policy set by the system, so as to achieve the purpose of controlling a user to access only authorized resources.
The log management function module 65 is used for implementing a security audit function of the system; such as inquiry and statistical analysis functions including login logs, operation logs and system exception logs, and authorized users can inquire and export logs, and any user cannot modify the logs.
The statistic query unit 7 is used for realizing statistics and query of job title review process data, and comprises a function module 71 for summarizing according to declaration level, a function module 72 for summarizing according to declaration unit, a function module 73 for summarizing according to professional field, and a function module 74 for printing report forms.
The summarizing function module 71 according to declaration level is used for carrying out comprehensive query and data statistics and summarization according to declaration level, year, administrative region, unit type and other modes of a declaration person.
The declaration unit-by-declaration unit summarization function module 72 is configured to provide statistical data queries by year, month and level according to declaration units.
The summarization by professional domain function 73 is used for performing statistical data query of review experts according to professional domains.
The print report function module 74 is used to provide statistical query result data export and printing functions.
The system integration service unit 8 is used for providing interfaces or services for other external systems, and is used for batch import of the applicant data and the organization information data to realize information data sharing; the external other systems comprise related job and improvement related systems, a data resource center, an electronic government affair comprehensive management platform, a CA system and the like.
The system integration service unit 8 includes a job title data acquiring function module 81, a data asynchronous storage function module 82, a government affairs comprehensive platform docking function module 83 and a 4A system docking function module 84.
The job title data acquiring function module 81 is used for interfacing with an existing related job change and management related system so as to achieve job title data consistency.
The data asynchronous storage function module 82 is used for realizing the interface with the existing related data resource center, and providing the functions of data support and data storage for the system.
The platform docking function module 83 is used for docking with an existing electronic government integrated platform to realize application integration.
The 4A system docking function module 84 is used for docking with the existing 4A system, and importing the information of the claimant and the organization information in batch, so as to ensure that the basic information of the claimant in the job title review management system based on the B/S architecture of the present invention is consistent with the basic information of the unit where the claimant is located (for example, the name, sex, birth date, academic structure, etc. of the individual are not changed basically, and the name, address, unified social number, etc. of the unit are not changed frequently).
As shown in FIG. 2, the job title review management system based on the B/S architecture of the present invention has the following working processes:
firstly, a director such as a personnel site issues a notice of job title review on a portal website; the registered responsible person of the organization notices the notice of the evaluation of the staff title of the organization after seeing the notice; the reporters meeting the conditions and participating in the job title review perform the job title submission in the system and upload review materials; the responsible person of the organization collects the evaluation materials of the staff and submits the evaluation materials to the administrative department; the competent department carries out qualification review and public notice on the review materials, returns unqualified review materials and requires to be submitted again, and the qualified review materials enter a job assignment review stage; the evaluation experts randomly extracted from the expert database score and evaluate evaluation materials randomly distributed by the system, and feed back evaluation results to the competent department; the main administration door carries out statistical query on the evaluation results and publicizes the evaluation results; the organization and the declaration of the job can check the public evaluation result.
The invention has reasonable concept and simple flow, can obviously reduce the maintenance difficulty and the processing difficulty of the review work, and has high efficiency and reliability in use.
