3. When the upper end edge of the dustbin 7 is sunk to be flat with the water surface, the thimble 13 reaches a position close to the sealing cover 11 (see fig. 4).
4. When the garbage can 7 further descends, the coil springs 12 are further compressed, and each thimble 13 pushes up the corresponding sealing cover 11, so that water flowing into the garbage can 7 and water sucked from a gap between the inner side wall of the garbage can fixing seat 9 and the outer side wall of the garbage can 7 are pumped away by the water suction pump 1 (see fig. 5).
5. When the garbage can 7 further sinks, the water flow speed flowing into the garbage can 7 is increased, more water is stored in the garbage can 7 and gaps between the inner side wall of the garbage can fixing seat 9 and the outer side wall of the garbage can 7, the pull-down negative pressure of the garbage can 7 is reduced, and when the pull-down negative pressure is smaller than the elasticity of the spiral spring 12 to the garbage can 7, the garbage can 7 starts to rise (see fig. 6).
6. In the initial stage of the rise of the garbage can 7 (see fig. 5), the water flowing into the garbage can 7 and flowing into the garbage can 7 is pumped away by the water pump 1, and after the garbage can 7 rises to the level of the upper end edge of the garbage can 7 with the water surface (see fig. 4), the water stops flowing into the garbage can 7, the water flowing into the garbage can 7 is pumped away, and the garbage flowing into the garbage can 7 is accumulated at the lower part of the garbage can 7. When the garbage can 7 continues to rise to the upper end edge of the garbage can 7 higher than the water surface (see fig. 3), the ejector pins 13 start to leave the water outlet of the garbage can 7, the sealing cover 11 is reset, the water outlet of the garbage can 7 is sealed by the sealing cover 11 again, the device is restored to the initial position, and the next collecting process is carried out (see fig. 2).
7. After a certain amount of garbage is collected in the garbage can 7, a cleaner can stand on the bank side or rowing to approach the recovery device by using a long rod, and the collected garbage is taken away by extracting the handle 5 on the inner net 6 of the garbage can.
